European Union leaders reached an agreement "in principle" to cut 90% of oil imports from Russia by the end of this year, European Commission chief Ursula von der Leyen announced early on Tuesday, a deal that would allow other elements of a sixth sanctions package against Russia over its invasion of Ukraine to move forward.
