EU leaders agree deal 'in principle' on Russia oil ban

European Union leaders reached a general agreement to cut 90% of oil imports from Russia by the end of this year, European Commission chief Ursula von der Leyen announced early on Tuesday, a deal that would allow other elements of a sixth sanctions package against Russia over its invasion of Ukraine to move forward.
