it was the Uvalde cops fault but CIA, ATF hitmen did the actual shooting(in my opinion). The cops were ordered to stand down and keep parents out to protect the Fed kid killers. It was probably a 2-3 man CIA, ATF hit team from el salvador ms-13 killers trained by Waco ATF killer Davy Aguilera(was head of San. Antonio ATF office. His LinkedIn page says he trained Salvadoran police in "counterinsurgency" for Eligin(CIA front company).

I believe the kill team were dressed as Border Patrol, local cops so they could blend in at the event then escape back to Mexico and El Salvador.

The motive is the usual to confiscate Americans guns and bring in UN troops to restore "order" and their totalitarian NWO.
