The power of an eagle's grip comes from its leg muscles, tendons and bones. The talons are closed by the muscles, anchored on the leg bones, by contracting the tendons. The tendons are contained in tendon sheaths. Both the tendons and tendon sheaths have tiny ridges. the flexor tendon has tiny ridges in it that allow the eagle to hold any degree of grip they desire by ratcheting down this tendon. they release the grip by using the extensor tendons.
When we flex our fist tightly (closed fist), say to hold on to monkey bars, we fatigue because we need to maintain the hold with muscles.
eagles can maintain a hold to the extent they want to without fatiguing because the tendon helps them hold the grip without tiring.
