Moses is going to go into the statutes and judgments that are needed in order for Israel to do three things: 1. To live. 2. To go into the land. 3. To take possession of the land. Some people interpret this passage as pertaining to just entering the land. But that is not how Moses phrased this message here, nor in Leviticus (Lev. 18:5). Nehemiah knew that life comes from the laws, commandments, statutes, and ordinances (Neh. 9:29).

Yeshua was asked by a certain lawyer, "What must I do to inherit eternal life?" Yeshua responded by asking him "What do the commandments say?" Yeshua then quotes this passage saying that life comes from Torah (Luke 10:25-28).
