About 250 federal, state and local agencies gathered in Carson on Tuesday for a workshop focused on training on how to respond to a potential nuclear detonation. The two-day planning and response workshop include panel discussions, training videos and demonstrations. Experts say the training is not in response to any imminent threat, but instead will help the agencies have better situational awareness and understanding. "We hope and pray that an event like this will never happen, but the reality is, the world is less stable today than it was some years back, " said Hal Kempfer, a homeland security expert. "All disasters are essentially local. So as, where this is an international threat, if you will, of a possible nuclear attack, the reality is, we have to respond at a local level." Capt. Damon Jones of the Los Angeles County Sheriff's Department said that while first responders routinely prepare for disasters that they experience on a normal basis, they also see the value in being prepared for a less likely event. "We understand the importance of including those disasters or emergencies that we may not experience more frequently," Jones said. "And we want to make sure that we're ready to respond appropriately to make sure that we serve all those in our community." The training workshop is intended for first responders, but Kempfer said in the event of a nuclear detonation civilians should remember three things: get inside, stay inside, and stay tuned. "Get inside. When you're inside, shelter in place. We're going to be having more public service messages to what that entails," Kempfer said. "And of course, stay tuned. Listen to what's going on." Apr 23, 2024: 'Death penalty for child rapists clears final legislative hurdle, heads to governor’s desk' NASHVILLE, Tenn. (WKRN) — A controversial bill that would allow the state to seek the death penalty for those convicted of rape of a child passed the House of Representatives Monday, clearing the final legislative hurdle before becoming law in Tennessee. HB1663, by House Majority Leader William Lamberth (R-Portland), would allow for those convicted of rape or especially aggravated rape of a child in Tennessee to be sentenced to death. The move received considerable pushback from Democrats, who argued the General Assembly was passing a blatantly unconstitutional law. The bill was also not favored by Sen. Kerry Roberts, who said while he disagreed with the Supreme Court decisions that made and affirmed that the death penalty was considered cruel and unusual punishment, passing the law was not going to help overturn Kennedy v. Louisiana, as some of his colleagues might hope it would. Despite attempts to amend the bill by Roberts, the Senate adopted the bill 24-5, with Sen. Todd Gardenhire (R-Chattanooga) joining Democrats opposed. The last stop for the bill in the legislative branch was the House Monday, April 22. During floor debate, Democrats made the same arguments their Senate colleagues made, pointing out that the death penalty does not serve as a proper deterrent of the heinous crime. Rather, they said, the law would make it more likely victims don’t come forward. Rep. Aftyn Behn said allowing for the death penalty at all was “incompatible with the right to life,” and having this law on the books would not help victims of the crimes themselves. Rep. Gloria Johnson echoed Behn’s comments, saying rape of a child and aggravated rape of a child were already crimes that require 100% of sentences be served. Adding in the possibility of the death penalty was not the best way for the state to enforce the crimes. Lamberth said he understood hesitance for the death penalty generally, but the worst of the worst crimes necessitated the worst punishments in order to serve justice to the victims. “The atrocities they have suffered deserve the severest of punishments,” he said on the floor of the House. Ultimately, the bill passed on party lines, 77-19-1, with Clarksville Democrat Ronnie Glynn Present Not Voting. The bill now heads to Gov. Bill Lee‘s desk for his signature. Former New York Congressman George Santos says he pushed House Speaker Mike Johnson to run for that position, but he also said he can't hold anything against U.S. Rep. Marjorie Taylor Greene (R-GA-14) for what she's said about Johnson. "I have solid inside information that Congresswoman Luna from Florida has put out there. There is a set number of moderate Republicans who are ready and willing and said they will pull the trigger and resign effective immediately if the motion to vacate goes to the floor next week," Santos said. "The reality is, if this motion [to vacate] hits the floor, we will be in the minority effective immediately, according to this handful of very moderate Republicans.
