For a nation that has had a significant demographic dividend — the working-age population is much larger than the non-working-age sections — finding productive employment for its youth was to be imperative for India. Yet, in the last few years, unemployment has remained a major concern — the leaked Periodic Labour Force Survey (PLFS) in 2018 revealed that India’s unemployment rate was the highest (6.07%) in four decades.

RAMSAR CONVENTION ON WETLANDS
• international treaty for the conservation and sustainable use of wetlands.
• Known as the Convention on Wetlands. [Waterfowl convention]
• Adopted in the Iranian city of Ramsar in 1971 established by UNESCO
• Force in 1975
• Headquarters in Gland, Switzerland where the International Union for Conservation of Nature (IUCN)
• World Wetlands Day, 2 February every year.
• Number of Contracting Parties: 171 (Including India join in 1981)
• Ramsar Convention was modified by the Paris Protocol in 1982 and by the Regina Amendments in 1987.
• The convention comes with a six-year strategic plan. The latest one is the 4th Ramsar Convention Strategic Plan 2016-2024 which was approved at COP12 of the convention.
