45 million Ukrainians are without power because of Russian attacks says President Zelenskyy
Russia's attacks in the past few weeks on Ukrainian energy and water supplies have hit civilians hard as winter approaches, the Kyiv government says.
Temperatures can fall far below freezing in winter, now just weeks away.
Russia invaded Ukraine on February 24. The war now in its ninth month has killed thousands, displaced millions and destroyed towns and cities. Moscow describes its actions as a special military operation.

Putin trying to distract from battlefield failures" says Foreign Minister
Russian President Vladimir Putin is trying to "distract from his failure on the battlefield" by making unfounded accusations against the west and Ukraine, British foreign minister James Cleverly said on Friday (November 4).
Speaking to Reuters, the UK diplomat said the international community would not get deterred from doing the right thing. Instead, together with the other Group of Seven states, the UK will stay focused on the issues at hand, such as continuing to support Ukraine and ensuring food security for those in need.
"The message that we're sending here from the G7 is that we will continue to support Ukrainians defending their homeland. And we will also make sure the disruption to global food supplies is addressed so that the poor people of the world aren't further put under pressure because of Russia's invasion of Ukraine," said Cleverly.
Since Russia invaded Ukraine in February, its grain exports have slumped, with the closing of its Black Sea ports driving up global food prices and prompting fears of shortages in Africa and the Middle East.
End of October, Russia said it would continue to make the case to the international community that it believed Ukraine intended to detonate a "dirty bomb" with radioactive contaminants.
Kyiv and its Western allies have not only rejected Russia's allegation but also voiced concern that Moscow is using it as a pretext for a further escalation of the conflict in Ukraine.
Speaking on the outages that occurred in late October on the Shetland Islands off the north coast of Scotland, Cleverly said it was important to defend the country in cyberspace as well as the physical space, "and we will do both."
Earlier in the week, British media reported a Russian submarine was being tracked near the islands where an underwater cable was damaged, causing a breakdown in communication between the Islands and the Scottish mainland as well as the Faroe Islands.
Cleverly declined to comment on what might have caused the outages.

Putin says confrontation with Ukraine's 'Nazis' was inevitable in propaganda speech
Russian President Vladimir Putin said on Friday (November 4) that Russia's confrontation with the "neo-Nazi regime" in Kyiv was inevitable.
"If we hadn't acted in February, then everything would have been the same but even worst for us," Putin said in a justification for launching what Moscow casts as a "special military operation" on February 24, when it sent thousands of troops into neighbouring Ukraine.
The Russian president accused Western countries of "interfering in Ukraine's affairs both directly and covertly" in the last decade and of instilling "pseudo-values" into the minds of millions of Ukrainians.
He also said efforts were also "continuing to weaken, decimate and destroy Russia", but that he would not allow that to happen: "We will defend our fatherland, just as our heroic ancestors did."
Putin was taking part in a discussion on Russian and global history with religious and political figures on Russia's Unity Day.

Ukrainian forces fire captured weapons against Russians on frontline
Ukrainian forces fired at Russian targets from the frontline of the eastern city of Bakhmut on Friday (November 4) using captured Russian artillery, as fierce fighting around the city drags on.
Reuters journalists saw a captured Russian T-80 tank and a 2S23 Nona SVK mortar, now controlled by Ukrainian crews, firing at Russian targets.
According to a Ukrainian military press attache, both were captured from the Russians in March and took “months” to refit for Ukrainian military use. The two artillery pieces, which their Ukrainian crews describe as “gifts,” are now being used to fend off Russian attacks from the besieged Bakhmut.

The animal and her baby slipped into the 7ft deep hole during a storm which made the grass muddy and wet in Nakhon Nayok province, Thailand on July 13.
Vets were struggling to free the pair because of the torrential monsoon rainy season conditions. The distressed mother was also standing over her child to try and protect him.
Wildlife volunteers tranquilised the 10-year-old mother but she hit her head on the edge of the concrete structure - knocking her unconscious.
Worried vets immediately revived the jumbo when she was pulled out of the hole with a cherry picker crane. Dramatic footage shows three vets using their weight to put pressure on the animal's chest to wake her up.
The one-year-old calf was rescued shortly after. It took the team more than three hours to finish the operation.
