Drone footage shows how a Just Stop Oil protest caused a standstill during rush hours on Monday 8 November.
Assistant Commissioner Matt Twist branded the demonstrations as “criminality” with the intention of disrupting thousands of people’s lives.
Speaking to journalists on Monday, he said: “This isn’t protest, this is criminality where people are taking extremely hazardous steps disrupting the M25.

South Western Railway delays: Platform and train overcrowded despite strike cancellation
Train services were delayed on Tuesday morning (8 November) and a number of platforms and carriages were packed despite RMT cancelling industrial action.
Video from Farnborough station shows queues of people waiting to board the first South Western Railway (SWR) service of the day to London Waterloo at 7:55am.
A crowd can then be seen filing into the Tube at Waterloo.
SWR confirmed on Monday that “first services will be much later than usual and are likely to be very busy,” urging passengers not to travel before 8am.

The shadow home secretary has accused Rishi Sunak of doing "grubby political deals” in appointing Gavin Williamson and Suella Braverman to his cabinet.
Yvette Cooper told BBC Breakfast that in both cases, the prime minister chose figures who "aren’t in the national interest.”
“It really looks like we have got more of the same. That is not good enough," she said.
Ms Braverman was reappointed as home secretary just days after she was forced to quit over a security breach, and Sir Williamson was given his seat at the table amid a bullying investigation.

Climate protesters glued their hands to an Andy Warhol artwork at a gallery in Australia on Wednesday, 9 November.
Members of Stop Fossil Fuel Subsidies scrawled blue writing over Campbell’s Soup I at the National Gallery of Australia in Canberra before gluing themselves to the works.
It is understood that the artworks were under glass frames and not damaged, but taken down as a precaution.
Protester Bonnie Cassen said: "I am spending my remaining days living with incurable cancer fighting to protect the planet. We only have a limited time. I need people to stand up and join me.”

John Leach, assistant general secretary of the RMT union, has called on rail bosses to “stand by” their staff.
He spoke on Thursday morning, as strike action across the London Underground brought the capital's public transport service to a standstill.
"My message to TfL now will be to stand by your staff," Mr Leach said.
"Listen to your staff. Thousands of them are on strike today for the sixth time this year. They're losing lots of money... but don't they realise in management, there's a serious problem here?"
