This Is What 'Criminal Justice Reform' Looks Like - Colin Flaherty commentary video "Family of Durham murder victim speaks after killer's release on parole announced" By Tim Pulliam Tuesday, August 07, 2018 DURHAM, NC (WTVD) -- In September, James McDowell, who was convicted in the murder of Doris Gillie in 1987, is set to be a free man. Gillie, 51, a wife, and mother of six, was leaving Gospel Center Church off N. Driver Street when she was gunned down inside her car. More than 30 years later, Gillie's family is bracing for the 51-year-old McDowell's release, planned for September 21. "Really is a bit of a head scratcher for me as an American citizen. This man murdered my mother," said Scott Gillie, Doris' oldest son. "I don't know what the specific rule is that allows him to even be eligible for parole." A legal error forced the courts to change his death sentence to life. Under North Carolina Fair Sentence Law, life sentences before October 1994 are eligible for parole every few years. In an exclusive interview, Scott Gillie told ABC11 that the family has been fighting for 18 years to keep McDowell in prison. The parole board meetings are private, so it's not known what factors played into its decision to release McDowell. McDowell had accumulated 40 prison infractions during the years for offenses including fighting, faking illness and disobeying orders, but the last incident was in 2002, according to inmate records obtained by The Associated Press. In the early 1990s, Structured Sentencing law was passed by lawmakers. That law prevents convicted murderers from receiving a parole hearing. Asked whether the justice system failed his mother, Scott Gillie replied: "Yeah. Absolutely."

After spending 33 years teaching in Baltimore County classrooms, Ed Kitlowski is now running for County School Board. He’s frustrated, because during his career, he saw how student discipline has changed and the effects it had. “The lie is that what we're doing is working,” says Kitlowski, who states parents are being lied to. Kitlowski says No Child Left Behind, passed in 2001, drastically changed public education because it shifted the focus to data. For example, Project Baltimore investigated suspension rates. We found in-school and out-of-school suspensions, statewide, have plummeted 58 percent since 2007. Kitlowski says student behavior didn’t improve, the discipline just stopped because principals wanted their school’s data to look better. “One school I was at, the principal made a policy of not suspending students. Didn't broadcast that to the student body, but after a while the students start to see. Well, so and so did this really bad behavior, and nothing happened to him. I'm gonna see what I can do,” says Kitlowski. He recalls a time, 25 years ago, when a student called him a “stupid jerk.” He still has the paperwork showing the kid was reprimanded, and his parents were called to the school for a meeting. Towards the end of his career, Kitlowski says a student brought a knife to class. The weapon was taken, but the student was not disciplined. fter he says he was kicked, punched and sworn at during the latter part of his career, Kitlowski retired in 2016. Now, as a school board candidate, he says it’s time to shift the focus from data back to students and tell parents what’s really happening inside their kid’s school. “Teachers aren't trained to deal with a lot of the discipline problems they're seeing,” he says. “I find that there's a lack of transparency about what's happening, and Project Baltimore seemed to be looking at that and bringing some transparency.”

Wednesday, August 01, 2018 11:23PM MANHATTAN (WABC) -- Police are searching for a suspect who shoved a man onto the subway train tracks inside Grand Central Terminal Monday afternoon. The victim was standing on the platform waiting for the 6 train around 4 p.m. when another man believed to be in his late 20s shoved him onto the tracks. Authorities say it happened after the 47-year-old victim had inadvertently bumped into the suspect as he was walking up the stairs to the platform. "I don't understand how these people, they wanna kill, you know," said the victim, Dai Kang. "He watched me, and I'm scared, and he said 'do you want to die?' I said I don't want to see your face, get out of here. I turned my back," he said. That turned out to be a mistake. The man pushed Kang onto the tracks.
