The target has a very random pattern and you might have to dashboard out of the game a few times to get a good time here.
Start at the auction (mastery level 20) with your silverballer and lockpick with the Kalmer 1 tranquilizer stashed in the top floor bathroom and follow what I do.
I also took the flash devise for my final run, but as you will see, I just booked it for the exit and failed the prompt and my heart stopped for a moment!

IMPORTANT! Wait for the confirmed kill before collecting the egg. You could knock out the second guard in the bathroom to be safe.
Very simple and quick way to complete this Elusive target with minimum equipment and mastery level.
The Broker (Howard Moxon) has a very random movement pattern, so he might take a while to reach your trap. Another innocent target might jit it before him as well, so hold back on collecting the egg.
