Global National: Oct. 30, 2022 | Canadian among those injured in Seoul crowd surge
South Korea’s president has declared a national period of mourning after a deadly crowd surge in Seoul. At least 154 people are now confirmed dead. Young party-goers had been out celebrating Halloween but the crowd quickly grew out of control. Twenty of the victims were foreign nationals, including one Canadian who was injured in the chaos. Dan Spector reports.
Brazil has a new leader following a bitterly contested presidential election. Leftist Luis Inacio Lula da Silva has won the race, denying far-right incumbent Jair Bolsonaro a second term. As Mike Armstrong reports, the election was very tense and served as a referendum on two very different versions of Brazil’s future.
America’s biggest intelligence agencies are warning against threats against U.S. politicians and polling sites as election day approaches. These are the first midterms since former president Donald Trump polarized parts of the country, claiming the 2022 election was stolen from him. And the new warnings come after the hammer attack injuring the husband of U.S. House Speaker Nancy Pelosi. Jennifer Johnson reports.
Canada’s health-care crisis appears to be hitting a breaking point that holds dangerous consequences for those seeking medical help. Canadians are facing unusually long wait times to get emergency medical care. As Heather Yourex-West reports, those long wait times have not only put patients at risk, it’s led to lost lives.
If you haven’t gotten your Halloween candy yet – beware! As Zack Power reports, the cost of candy is climbing.
Moving to a different country is no easy task. It means uprooting your entire life and culture to go somewhere where you may not know many people. And for asylum seekers, they might arrive with little – to nothing – at all. Now try doing all that in one of Europe’s most expensive places to live. As Crystal Goomansingh reports, a London foodbank is bringing newcomers together to eat and build connections.

US intelligence agencies warn of attacks on politicians, polling sites as midterms approach
America’s biggest intelligence agencies are warning about potential threats against U.S. politicians and polling sites as election day approaches.
These are the first midterms since former president Donald Trump polarized parts of the country, claiming the 2022 election was stolen from him. And the new warnings come after the hammer attack injuring the husband of U.S. House Speaker Nancy Pelosi.
In Phoenix, armed and masked so-called “poll monitors” have been seen patrolling ballot drop-off boxes.

“They tried to bury me alive”: Lula hails comeback after Brazil election victory
Brazilian President-Elect Luiz Inacio Lula da Silva promised to unite a divided country on Sunday after defeating incumbent Jair Bolsonaro in a runoff presidential vote.
Lula won 50.9 per cent of the vote compared with 49.1 per cent for Bolsonaro, the Supreme Electoral Court said, declaring former president Lula the winner.
Lula has vowed a return to state-driven economic growth and social policies that helped lift millions out of poverty when he was previously president from 2003 to 2010. He also promised to combat the destruction of the Amazon rainforest and make Brazil a leader in global climate talks.
“I consider myself to be a citizen that has had a process of reconstruction in Brazilian politics. Because they tried to bury me alive. And I am here; I am here to govern the country from a very difficult situation he said,” he said, addressing his supporters following his victory.
A former union leader born into poverty, Lula organized strikes against Brazil’s military government in the 1970’s. His two-term presidency was marked by a commodity-driven economic boom and he left office with record popularity. However, his Workers Party was later tarred by a deep recession and a record-breaking corruption scandal that jailed him for 19 months on bribery convictism, which were overturned by the Supreme Court last year.
Lula’s victory consolidates a new “pink tide” in Latin America, after landmark leftist victories in Colombia and Chile’s elections.

Russia's accusation that Ukraine plans to use "dirty bomb" is absurd: Stoltenberg
NATO Secretary-General Jens Stoltenberg said Wednesday during a joint media availability with Romania’s prime minister that Russia’s accusation that Ukraine plans to use a "dirty bomb" - a "dirty bomb" - a bomb laced with radioactive material - is “absurd,” adding that Moscow “must not use false pretexts to escalate the war.”
The comments come a day after Stoltenberg made similar comments while on a trip to a U.S. aircraft carrier stationed in the Adriatic Sea, in which he called the allegations “transparently false.”
Stoltenberg echoed comments from the U.S. warning Russia of “severe consequences” for any use of nuclear weapons.
“Putin’s nuclear rhetoric is dangerous and it is reckless and irresponsible. Any use of a nuclear weapon in Ukraine will fundamentally change the nature of the conflict,” he said.
Moscow’s allegations follow hints from Russia that it might be forced to use a tactical nuclear weapon against Ukraine. Ukrainian President Volodymyr Zelenskyy has said the allegations against his country show Russia is planning such an attack and will seek to blame Kyiv.

South Korean troops drill for hypothetical seaborn invasion as tensions with the North simmer
South Korean marines in amphibious armoured vehicles waded ashore under the guns of patrolling warships on Wednesday, as part of large-scale military exercises that organizers said were necessary to prepare for any North Korean threats.
The amphibious landing exercise, held near Pohang on South Korea's east coast, is part of the 12-day Hoguk 22 field exercises, which included some drills with U.S. troops, such as a river-crossing exercise last week.
North Korea has condemned the drills for raising tensions and has test-fired rockets and artillery in response.
The U.S., Japan and South Korea warned on Wednesday that an "unparalleled" scale of response would be warranted if North Korea conducts a seventh nuclear bomb test, which Washington and its allies believe Pyongyang could resume soon, for the first time since 2017.

Why McDonald's is seeing more customers even as inflation pinches pockets
While inflation has impacted many Canadians and the businesses they shop at, McDonald's' recent third-quarter numbers show customers are still "lovin' it," with the numbers beating estimates showing despite higher prices, people kept coming back to eat. Global's Anne Gaviola speaks with The Peak Daily podcast's Brett Chang about why the fast-food giant appears to be in a sweet spot both in increasing prices, while also boosting customers.
The pair then speak about the global shortage of semiconductor chips and how it's leaving car-maker Toyota having to provide new vehicle owners with one smart key but also a regular key. Chang says there's a debate whether it's car companies not properly forecasting how many chips they'll need or car manufacturers putting the blame on supply chain issues.
And Credit Suisse reported a bad third-quarter, with losses hitting more than US$4 billion and is taking a make-or-break makeover involving cutting at first hundreds and then thousands of jobs. Gaviola and Chang look into what's causing the cuts and what it could mean for those who use the bank.

Witnesses describe “out of control” South Korea Halloween deadly stampede
Witnesses described chaotic scenes from the deadly stampede that killed at least 149 people in the South Korean capital Seoul when a huge crowd celebrating Halloween surged into an alley in a nightlife area on Saturday night.
A further 150 people were injured in the melee that took place at about 10:20 p.m. in Seoul's Itaewon district.
“Seeing this incident, I think the police were not prepared enough. There were way too many people and it was too crowded. I know the policemen and rescue workers are working hard, but I would say there was a lack of preparation,” said 21-year-old witness Moon Ju-young.
South Korea's President Yoon Suk-yeol visited the site of the stampede and declared a period of national mourning on Sunday.

Elon Musk takes over Twitter amid mixed reactions from politicians, the public
Elon Musk solidified his ownership of Twitter on Thursday evening, including firing several top executives, as his US$44-billion deal officially closed.
The closing of the deal puts a cap on months of turmoil when the Tesla and SpaceX founder first offered to buy the platform, then tried to walk away, sparking a court battle.
But as the billionaire takes over the social media company, members of the public and world politicians are expressing mixed reactions. Some said they believed Musk would handle the ownership well and calling him the "Thomas Edison of our generation," while others called him controversial and another reason not to go on the platform. A spokesperson for the European Union (EU) also stressed Twitter would need to abide by EU rules after it was sold.

Biden, Obama, Harris condemn “despicable” attack on Nancy Pelosi’s husband
U.S. President Joe Biden said the attack on U.S. House Speaker Nancy Pelosi's husband on Friday was "despicable" and everybody needs to stand up against violence in politics.
"Enough is enough is enough. Every person of good conscience needs to clearly and unambiguously stand up against the violence in our politics, regardless of what your politics are," Biden said in a speech in Philadelphia.
Meanwhile, former U.S. President Barack Obama said at a rally in Georgia that Nancy Pelosi’s Husband, Paul Pelosi, was a “good friend” and that politicians stir up divisions to make people “angry."
Vice President Kamala Harris decried the attack and called it an act of "extreme violence."
Police said the attack wasn’t random. "This was not a random act. This was intentional. And it's wrong," San Francisco Police Chief William Scott told a news conference. Scott declined to comment further on a possible motive for the assault.

Emergencies Act Inquiry: Ottawa police were worried convoy could be Canada’s Jan. 6
More evidence today in the inquiry into the Canadian government's use of the Emergencies Act to end the so-called “Freedom Convoy” protests back in February.
In an email presented at the inquiry, the RCMP commissioner suggested not all policing options had been exhausted before the act was invoked.
The commission has also been given intelligence reports showing police were worried about attacks on Parliament Hill — and that foreign actors were leveraging the convoy for their own gain.
Global’s David Akin reports.

Rishi Sunak faces opposition in UK Parliament for the 1st time as prime minister
British Opposition Leader Keir Starmer began prime minister's questions on Wednesday by calling Rishi Sunak's appointment to the role a "significant moment" in national history as the "first British Asian prime minister" in the country's history.
"It's a reminder that for all the challenges we face as a country, Britain is a place where people of all races and all beliefs can fulfill their dreams," he said in the House of Commons.
The congratulations was short-lived however as he went on to target Sunak's decision to reinstall Suella Braverman as interior minister, less than a week after she resigned from the role for breaching government rules.
He suggested the move was in order for Sunak to secure support for his leadership bid, which he went on to win uncontested. Starmer also called on Sunak for a general election in order to get his own mandate to govern.
Sunak though fired back at Starmer over his calls for the election, saying Starmer's party lost to the Conservatives in 2019 to a platform they were continuing with that earned them their majority victory.

UK PM Rishi Sunak says he'll confront "profound economic crisis"
Newly-minted British Prime Minister Rishi Sunak delivered his first formal address to the public on Tuesday after visiting King Charles III and said he would confront the "profound economic crisis" with his government.
Sunak became prime minister one day after winning the Conservative leadership race, after his rivals dropped out, effectively handing him the victory. The 42-year-old has promised to bring "economic stability and confidence" at the centre of his government's agenda, but said this means "difficult decisions to come."
He is expected to slash spending to plug an estimated £40 billion hole in the public finances created by an economic slowdown, higher borrowing costs and a six-month plan of support for people's energy bills. But he could also face growing calls for an election if he moves too far from the party's policy manifesto that brought the party to majority power in 2019.

Rishi Sunak says he will bring party, country together as UK prime minister | FULL
U.K. Conservative Party Leader Rishi Sunak said Monday that the country faces a "profound economic challenge" and needs stability and unity and that he would make it his goal to bring the party and the country together. Sunak is expected to be appointed prime minister Tuesday by King Charles, following his victory in the leadership race after his rivals dropped out.
At 42, Sunak would be the youngest leader of a G20 country and the first person of colour to hold the office of British prime minister.
At least 100 MPs were required to become a candidate and MPs will vote to narrow the field down to two, at which point party members were expected to cast their vote on who will lead the party following the resignation last week of Liz Truss. Sunak took time to thank Truss for her time as leader, saying she led "with dignity and grace through a time of great change and under exceptional difficult circumstances both at home and abroad."

Canada names external monitor for military sexual misconduct changes | FULL
Defence Minister Anita Anand said Monday that she had appointed Jocelyne Therrien as external monitor to oversee the implementation of recommendations laid out in the report by former Supreme Court Justice Louise Arbour on reshaping the culture within the Canadian Armed Forces. She said the monitor had "hit the ground running" and would be meeting with the Chief of Defence Staff this week.
It comes as the military also faces a staffing shortage, with some raising concerns the lack of culture change is part of the cause. In a report released by former Supreme Court Justice Louise Arbour last May, the CAF was seen as an insular institution stuck in the past and cited an "archaic and deeply damaging organizational culture."

Venezuela floods: Death toll rises after 3 perish near Maracay
Flooding in Venezuela's central Aragua state killed at least three people on Monday, adding to the death toll from weeks of intense rains, authorities said.
Locals moved rubble on the street to prevent more water from entering their houses. The flood and mud destroyed many homes, such as local woman Marielle Figallo's.
Water broke down walls, windows, and gates, Figallo said. The two workers who were at her home when the disaster happened left the house before the water reached it.
A downpour on Monday afternoon caused a dam to overflow, triggering a flood that carried rocks, trees, and mud down a main road in El Castano, a suburb of the city of Maracay about 119 kilometers southwest of the capital Caracas.

UN Security Council unanimously approves Haiti sanctions, measures on gang leader
The United Nations Security Council unanimously adopted a resolution on Friday demanding an immediate end to violence and criminal activity in Haiti, and imposed sanctions on Jimmy Chérizier, the leader of a powerful gang federation in the country.
Chérizier has been accused of threatening the peace, stability and security of Haiti, and now faces a travel ban as well as a asset freeze and arms embargo. The council has also established a committee that could designate others to be put on a sanctions list.
The gang leader and his federation, the "G9 Family and Allies," has also been accused of blocking the entrance of a main fuel terminal in Port-au-Prince for more than a month as fuel, water and other basic supplies grow scarce amid a cholera outbreak.

Biden to release US strategic oil reserve to battle rising gas prices ahead of midterms
U.S. President Joe Biden announced a plan on Wednesday to sell 15 million barrels of crude oil from the nation's emergency supply and begin refilling the reserve, as he tries to dampen high gasoline prices ahead of midterm elections on Nov. 8.
The move came two weeks after the Saudi Arabia-led Organization of the Petroleum Exporting Countries rankled Biden by siding with Russia and agreeing to a production cut, raising fears of a new spike in U.S. pump prices.
"With my announcement today, we're going to continue to stabilize markets and decrease the prices at a time when the actions of other countries have caused such volatility," Biden said at a White House event.
Biden blamed Russian President Vladimir Putin’s invasion of Ukraine for higher crude and gasoline prices, while noting prices had fallen 30 per cent from their peak earlier this year.
He also repeated a plea to U.S. energy companies, gasoline retailers and refiners, asking them to stop using record-breaking profits to buy back stock, and to invest in production instead.
