Lots and Lots of Ultimate generation so you can spam negate after negate (or whatever ultimate you want)! Thats what this build is. It's all about ultimate gain and thats what it does best. It's intended for group play so you should group with four or more players.
The Build
Attributes:
Varies by Race. Make sure Magicka is your domintant resource for Pearls of Ehlnofey. I end up with around 31k Health when not buffed by a warden and 36k Magicka. Warden can add 10% to our health bar if it's in group.
FrontBar: Radiating Regeneration, Exhilerating Drain, Blinding Flare, Vibrant Shroud, Healing Springs. ULT: Replenishing Barrier
BackBar: Streak, Hurricane, Blinding Flare, Hardened Ward, Bound Aegis. ULT: Absorption Field (Negate).
Gear:
-Pearls of Ehlnofey Infused w/spell-cost-reduction.
-Ozezan Reinforced w/max-mag. 1pc Heavy, 1pc Light*.
-Arkasis Chest & Legs Reinforced w/max-mag. Arkasis Rings (2X) Infused w/spell-cost-reduction. Arkasis Shield Backbar Reinforced w/max-mag.
-Eye of the Grasp Hands, Waist, & Feet Reinforced w/max-mag. Eye of Grasp Restoration Staff on Frontbar Decisive w/Absorb Mag.

Mundus: Atronach
Champion Points: Arcane Supremacy, Duelist’s Rebuff, Ironclad, Resilience. Boundless Vitality, Pains Refuge, Rejuvenation, Celerity. Liquid Efficiency, War Mount, Gifted Rider, Steed’s Blessing.
Buff Food: Artaeum Pickled Fish (remember to keep Magicka the dominant resource if you want to play around with this).
Race: Any. Best results will probably be from Nord, Imperial, Breton and Argonian. I use a Khajiit ₍˄·͈༝·͈˄₎◞ ̑̑
Vampirism: Need Stage III for Undeath Passive. Also Exhilerating Drain.
*Alternate Version (Theory crafting by Immortalized): Could do 1 piece medium on shoulder (for the undaunted passive) to drop boundless vitality for Sustained by Suffering. I had trouble discerning the difference when testing personally but this change up could make sense for you.

I’ve kept this Build somewhat secret for a while but I’m sharing it now with all of you! It's my own personal Troll Build that I've used for years. This video is not intended to claim that this is the best, most META healer out there. It's simply what I enjoy playing and have had success with.
In PvP the Healer is Part Tank & Part Healer. Many PvP Builds are Part Tank & Part Role. This build uses mostly selfish sets and focuses only on healing and survivability skills. Some groups may want meta buff composition and you will have to modify this build to run with them. The jewelry and weapons are the flex slot where you can do that. The build centers around the Almalexia’s Mercy set.
Build
Attributes: Varies by race, your setup, and personal preference. Put points into Health until you’re at least 32k Health fully buffed. Put the remainder into Magicka. Add more into Health if you like.
FrontBar: Radiating Regeneration (or Ward Ally), Race Against Time, Channeled Focus, Blessing of Restoration, Healing Springs. ULTIMATE: Replenishing Barrier. You could also run Life Giver.
BackBar: Blinding Flare, Extended Ritual, Living Dark (or Deep Thoughts), Radiant Aura (flex), Honor the Dead. ULTIMATE: Temporal Guard
Gear:
-Bogdan Nightflame Heavy Head & Shoulder Reinforced with Max Magicka. Can do 1 piece Medium.
-Almalexia’s Mercy Reinforced with Max Magicka. Can add Impen.
-Bright-Throat's Boast or Winter's Respite. Flex for any set your group needs you to run.
-Blackrose Restoration Staff (Mender’s Ward) Powered with Absorb Mag or Berserker (Wpn/Spell Damage) if you’re running Winter's Respite or other Breakable Set. (You cannot break Bright-Throat's Boast, SPC, Gossamer, etc., they must be double barred on this Build).
Mundus: Ritual or Atronach.
Champion Points: Swift Renewal, Soothing Tide, Resilience, Ironclad. Boundless Vitality, Fortified, Rejuvenation, Sustained By Suffering. Steed’s Blessing, War Mount, Gifted Rider, any.
Flex Options Include: Rejuvenator, Salve of Renewal, Enlivening Overflow, Hope Infusion, Survival Instincts, Pains Refuge, Expert Evasion, Relentlessness (if dropping Flare), etc.
Buff Food: If Bright-Throat's run Orzorga’s Red Frogthgar or Spring-Loaded Infusion. If Winter's Respite run Bewitched Sugar Skulls or Orzorga’s Smoked Bear Haunch.
Race: Any. I’m a Breton or Argonian depending on server.

A more in-depth Build Guide for current META Healing in ESO PVE. This expands on the “for Beginners [QuickGuide]s” on my channel so if this seems too complicated feel free to check those out. As always, trying to keep this short and simple. Not everything about Healing can be covered. This guide approaches Healing from the META viewpoint. Increasing group damage for Hard Mode content is the priority.
Some of the topics here, like Logs Analysis and META adherence, are subjective. Not everyone will like or agree with this playstyle, and that’s fine. The video is not meant to suggest you need to adhere to a META to play the game, get achievements, or have fun.

You’ll note I’ve left Curative Surge off of this build. It's a cool looking and fun to use skill; however, it dumps our crux denying us the healing buff from the Healing Tides passive as well as forcing us into a channel where skills can fall off. It has some niche uses but it's not the best skill to use in most content.

Floor Lords getting Dream Master/Mindmender the Sanity's Edge Trifecta (No Death, Hard Mode, Speed Run) on PC-NA. We got this in 35 raid days so it was a hard one. We had a death many times on the Final Boss Ansuul with full vitality before we finally got this. For the music-free run with comms you can search Facehead McGee on Twitch (it's in my Highlights).
I'm on Arcanist Healer for the buffs it provides the group. RoJo for 1st Boss & Final Boss. MA/PA for the Mid Boss. SPC on Trash with PA or Arkasis depending on Trash Wave.
Note that I use the Blackrose Resto Staff (Mender's Ward) for 1st Boss but I'm not the Tomb Healer. I applied Major Vitality for Gee, our Tomb Healer, so that he could save time and get on with burst-healing players out of Tombs. This also let me apply Major Vitality to the Main Tank whenever he kited Fires out. Arcanist healer can use Runeguard of Freedom when taking an Ice Tomb and keeps a damage dealer on target as we did here.
For Taunting Ansuul as healer 5 Light, 1 Heavy, and 1 Medium gear pieces (5/1/1) are needed as well as Frost Staff backbar for the various defense and health bonuses they provide. Originally I tried and failed to do an all light roll dodge method of taunting Ansuul but it was too inconsistent and too squishy.

For bosses I wore Olorime/Pillagers/Nazaray/Pearls and I made use of swift jewelry for all the kiting required in Rockgrove. For trash I wore Powerful Assault/Master Architect and Archdruid. Buff Food was Clockwork Citrus Filet. Special Thanks to Nudel and Antonia who gave me a bunch of advice for this one.
Fun Story: We almost got this earlier but my game crashed on 3rd floor Xal right as we were about to end it resulting in the MT dying; since I wasn’t there to heal them. I was so mad I ripped my whole computer apart and discovered the screw holding the GPU to the motherboard had gone missing! The GPU was just free floating in its connection causing my game to spontaneously crash. Painful lesson learned: check your hardware and connections.

A QuickGuide for making a PvE Dragonknight “DK” Healer. These actually make CRACKED HEALERS; however, since technically only one DK is needed in a group DK healers are somewhat rare as they’re popular as Tanks & DPS.
I’ve kept this short for simplicity. Not every aspect of healing in ESO is covered as entire lectures could be given on Healing. Generally in ESO the PvE healer is part healer and part buffer/de-buffer. The Build reflects this need from a support role. A lot of problems in the game are solved with more damage and that is what this Build will give your group. Groups have varying and different needs; you may need to change your setup depending on their composition.

*Note on dropping Incapacitating Strike from Front Bar: Conventional wisdom is that you must front bar Incapacitating Strike to obtain the Minor Savagery buff from the Hemorrhage passive. My testing suggests that adequate uptimes can be achieved without Incapacitating Strike from Relentless Focus on the Back Bar (as high as 90%). As this is a "For Beginners" guide I'm prioritizing Magicka Sustain over 100% Minor Savagery uptime (Incapacitating Strike will lose its sustain passive in a future update -PTS v9.3.0).
