Statesboro Annexes State Rep Lehman Franklin’s Land for Redevelopment
In late 2022, recently sworn-in Rep Lehman Franklin of HD 160, including parts of Bulloch and Bryan counties, made an application to the the City of Statesboro. It involved an aggressive plan for redevelopment of his land, part of one of the twenty-one, mostly land-related, corporations that he controls as a lead officer fiduciary. His application was for the annexation and re-zoning of 41 acres of his property from unincorporated Bulloch county into the City of Statesboro. The Planning Board then presented a proposal to the public as a combined annexation and zoning map amendment to build a large multi-family complex on acreage zoned for single family housing on spacious ~1/2 acre lots. Both matters went to the Planning Board on Jan 3, and with strong neighborhood opposition and many logical concerns regarding community cost, the board denied both requests. In the city council meeting on Jan 17, the city manager, Charles Penny, claimed that they cannot "grow" without getting more land. The council, in a 4 to 1 vote has now accomplished part of Franklin's request in DIRECT opposition to the counsel and unanimous vote of its Planning Board. They granted the annexation, “claiming” they would handle the zoning map amendment later in “careful” consideration of the citizens “next time.”

BULLOCH CRIMINAL REPORT: Election Returns & Materials Currently Unsecured
Bulloch County’s Public Election Property is not secure as of a 23 Nov 2022 memorandum from the Bulloch Clerk of Court, a constitutional officer.
Bulloch certified it’s midterm results on 15 Nov 2022, and it is uncertain where the materials are located. They are NOT in the location required by statute to be under legal seal. The clerk has named no designee as of the last election.
Law requires immediate transport to the clerk of court who is to place her legal seal on them per GA Code 21-2-496, 497, 500.
Secretary Raffensperger certified the midterm election on 21 Nov 2022. Everything is done. Finito.
All main county officials — commissioners, elections officials, county attorney —- were notified of this requirement on 14 Nov 2022 by direct email correspondence. They, by action or concession to the violations, denied the citizens right to copy and inspection of returns (another set of violation).
They, along with political party officers present at the certification special meeting at 1:30pm on 15 Nov, failed to ensure immediate material transport.

And we have it on file … on record. Yes, it is PUBLIC RECORD. And, anyone not remitting, such as Bulloch County and every other county you advised not to remit is committing collusive crime of misdemeanor, and likely felony because it also involves secreting and concealment of public property.
