"Hi Friends,
I'm Doug Phillips, President of The Vision Forum, Inc. I'm standing here in a river - an Ice Age river down here in Southern FL with a group of over 150 home educators - digging up wonderful treasures from the past from ancient Saber-Toothed Tigers to giant Beavers to Mammoths to all sorts of amazing things.
The reason why we are here is because we want to learn from the past. We want to take the past and be able to relate it to the present so we can teach these children how to move forward into the future.
Which is precisely why I want to talk to you about my very good friend, Michael Peroutka, who is running for President of the United States of America.
Michael is one of the most remarkable candidates ever to arise on the scene in the race for the American Presidency. I can say that as a friend of his who has known him for many years, who has observed him with his family - Michael's the real thing.
His wife and he have the same vision - his children share the vision that Michael has. And much like these home educators and these parents and these children that are here today, working together as mothers and fathers, husbands and wives to uncover truths from the past - Michael and his dear bride care desperately about the future of America.
But one reason they do is because they know about the past of America. Michael through his work in Institute on the Constitution as an attorney teaching people about the constitutional foundation of the United States of America, is one of our most eloquent spokesmen for the true principles of Constitutional Law, limited government, and the blessing that God Almighty has given to this great and remarkable nation known as the United States of America.
I want to say that not only does Michael have my vote, he has my unqualified, 100% support.
We live in a day and age when it's difficult to vote for people for President. You have to hold your nose because it seems so often that your vote is a vote between the lesser of two evils.
Michael's candidacy represents something completely different from this altogether. It represents a candidacy, which is based on principle; a candidacy, which stands on the fundamentals of the Constitution; and a candidacy of a man who is the real thing. Somebody who lives, breathes, eats and sleeps the principles that our Founding Fathers not only fought for, but many of them gave their lives for - the principles of freedom, which under gird the true safety of any nation.
I want to encourage all of you not only to vote for Michael Peroutka, but to get to know this man. Go to his website; read his literature. Not only will it infuse in you a sense of excitement and enthusiasm about the up and coming election, but you're going to have something to vote for, something principled to vote for. Something which is in line with the faith that all Christian men and women should bring when they go to the election, to the voting booth this November - and that is the fear of Lord - knowing that is the beginning of wisdom. And that for any country to prosper, righteousness must be at the heart of it. Michael understands that, and that's the heart and the soul of his ministry and his mission as he runs for President in the year 2004 in the United States of America.
Some of you may be asking the question, "Why should I be voting for a third party candidate?" I want to tell you that if you are a Christian and you care about what the Word of God says, the Bible has a great deal to say to you in answer to this question.
One thing we discover in the Bible is that the Bible sets minimal thresholds for any candidate to which we would give our vote. We find out that if a man does not honor the Law of God; if he does not understand that the first principle of government, for example, is the defense of the unborn, then that man isn't even qualified for office.
In Michael Peroutka, you have a man who not only understands the Law of God, who appreciates the Word of God, who respects it, but who will make it the foremost of his thoughts as President of the United States of America.
In a day and age in which people have to hold their noses and they think they need to vote for the lesser of two evils, this year there is a remarkable alternative in the person of a home-educating father. A man who is practicing what he preaches - at home. A man who is following his faith in the Lord Jesus Christ, who understands the Law, who's taught the Constitution to many others, and who really is a paragon example of precisely the type of man we want to see holding office today.
When you vote for Michael Peroutka, you're saying God is sovereign, not man. When you vote for Michael Peroutka, you're saying that there is a standard, which is an absolute standard, a transcendent standard - that's the Word of God. And that God has given us a covenantal system in this country, the United States Constitution - to which men and Christians can happily embrace because of its consistency with the Word of God - Michael understands that; he supports that; he will enforce that.
Michael is a man who not only loves life, loves children, who loves the covenant of life given to him by the Lord Jesus Christ, but Michael is a man who understands the sanctity of life. Unlike every other candidate running for office, Michael believes that every baby's life should be saved. Michael believes that there is no exception in the case of abortion. Whereas both Republican and Democrat candidates believe that it's okay to execute some unborn babies, for example in the case of rape or incest, Michael Peroutka says, "Only God" can take the life of an unborn baby.
As for me, I couldn't in good conscience vote for anybody who would say that it's acceptable for the United States government to give sanction to the execution of God's most precious creatures, the unborn child.
You can count on Michael Peroutka to stand on the Word of God on this defining issue of our age.
So as you approach the polls in November of 2004 and you say, "Can I make a difference?" You bet you can make a difference. You can make a difference by voting your conscience before the Lord. By standing on the Word of God. By only supporting those candidates who meet the Biblical threshold requirements given to us in the Word of God - loving God's Word, honoring God's Word, understanding that the first principle of government is the protection of innocent life. In fact we learn that right after the Flood - and this here, this Ice Age dig, which took place after the Flood of Noah's age, is a testimony to that very time period in history where God began to give us the Law, and the Nation of Israel developed and of course the foundations where given from which the Common Law system that our United States Constitution engrafted into our very legal system came from.
And so, again - Doug Phillips from the Peace River saying, thank you so much for your consideration of the Michael Peroutka candidacy for President in 2004. This is vote you will never regret. You will sleep well at night knowing that you've done something which is right before the Lord in selecting a Christian man who fears God, who understands the Constitution, and who's willing to live and act by the principles which he shares with others.

"Dear Jonathan Martin and the Marvelous Montana Martin Family (Alice, Nicole, Ursula and Amanda):
I want to express my sincere appreciation for your gracious hospitality during our Great Falls visit. Your planning and execution of this event was a smashing success. I had a great opportunity at the airport luncheon to meet many new friends as well as some past heroes of mine including Rick Jore and Mr. Don Green.
As you know, Jonathan, I was joined on this trip by my friends from Maryland Ken Kloster and Neal Moylan who helped with many of the details and by Jeff Butler of Virginia who is the best videographer in the business.
After the evening event at the Civic Arena many, many people offered to me their support and encouragement to the campaign effort and many offered their gratitude that there IS a Constitutional choice in the Presidential election. I really can't count the number of folks who said that they were tired of voting for the "lesser of two evils." I am deeply grateful to Constitution Party of Montana and all those who helped to make this event a success.
Also, it was a blessing to see our great friends from Spokane, Neal and Penny Davis who drove over 500 miles to hear us speak and to take part in the event! Their youngest son Brad and his friend Levi Yearout made the trek as well. Levi's dad Randall has been instrumental in hosting the Institute on the Constitution in the Spokane area. These are wonderful people!
As you know, we encouraged people to become involved in the petition process so that we can be on the ballot in Montana. We also strongly recommended that everyone get involved with Institute on the Constitution so that we Americans can reconnect with our true American history and our Christian legal heritage.

"Mr. Chairman, Madam Secretary, Members of the National Executive Committee, Members of the Constitution Party, Instructors and Hosts and Graduates and Students of Institute on the Constitution, Members of the General Assembly of Maryland, Members of the Peroutka Family, Friends, Dear Brothers and Sisters…
My name is Michael Anthony Peroutka and today I formally declare my candidacy for the Constitution Party nomination for the Office of President of the United States.
Psalm 11, Verse 3 asks, "If the foundations be destroyed, what can the righteous do?" In the context of this verse, King David is being pursued by enemies on every side. His advisors have counseled him to "flee as a bird to the mountains" since they see no hope of victory. So David asks, "If the foundations be destroyed, what can the righteous do?"
David did not choose to flee to the mountains but to stand and fight. He realized that his mission – his calling from God – his vocation -- was to rebuild the foundations. My fellow Americans, this is our mission and our calling as well.
David says that the Lord tests the righteous and David puts his trust in the Lord. The Lord is now testing us and we must do the same. Therefore, we must not "flee to the mountains". This is not a time for despair or discouragement. This is a time for discernment and decisive action.
Are the foundations being destroyed? You know that they are. The evidence of this is everywhere. Abortion; "Gay Marriage"; Loss of American Sovereignty; Judicial Tyranny; Unconstitutional spending; Exporting American jobs; Illegal Immigration; Fiscal Irresponsibility; But what is really going on? What’s really happening to the foundations?
What are the foundations? Let’s talk about it.
The very first presupposition of American law and government is set forth in our Declaration of Independence. Thomas Jefferson in the second sentence of that historic and foundational document declared to the world that all men are CREATED equal. Of course, this presupposes the existence of a Creator God.
Secondly, the Declaration goes on to say that the rights to life and liberty and the pursuit of happiness -- including freedom of conscience and the right to own property – come from God. Furthermore, these rights are unalienable precisely because of their Divine origin.
Thirdly, the Declaration speaks to the purpose of Government. Sadly, this is greatly misunderstood today – not only by most Americans but also by most American leaders.
At IOTC, we suggest that citizens ask their elected representatives or those that seek elected office this question: "What is the purpose of Government?"
The answers you will get are quite revealing.
Most politicians in America today will say something like:
-The purpose of Government is to provide a level playing field
-The purpose of Government is to make everybody safe
-The purpose of Government is to maintain the infrastructure
-The purpose of Government is to take care of people who can’t take care of themselves
-The purpose of government is to take care of the children of the State
-The purpose of Government is to protect the environment
I think you will agree that these common answers to this question involve some degree or other of a socialist sentiment.
Let’s compare this to what Thomas Jefferson said the purpose of government is. He said, "To secure these rights, governments are instituted among men, deriving their just power from the consent of the governed."
So, the purpose of government, in an American understanding, is to protect God-given rights.
The sad truth is that most elected and most appointed officials today think that the purpose of government is to redistribute wealth -- your wealth.
You see, it has to be your wealth because, in the case of the federal government, the U.S. doesn’t have any wealth. In fact, our federal government is broke. Actually it’s worse than broke. It’s about seven trillion dollars in debt. And it’s getting worse and our leaders don’t care. At least if you judge how much they care by their commitment to do something about it.
So how are the foundations destroyed? They are destroyed because our leaders have forsaken the true purpose of government and the true source of law and liberty. Both major parties have adopted the presuppositions of socialism and they have abandoned the presuppositions of America.
Let me be clear about what I’m saying. The major parties do not represent the ideas and principles upon which our country was founded. I am saying that they are not American in their approach to law and government.
They have thus broken covenant with the American people.
This is why our federal bureaucracies have parasitically devoured the resources and the liberty of a people to whom they are pledged to be accountable. This is why the federal courts have forsaken the rule of law and rule illegally and unconstitutionally by the fiat of judicial oligarchs who have been methodically eliminating all acknowledgment and memory of our Christian history and heritage.
Even now, the foundations are being destroyed by blatant attacks on the right of the people to acknowledge the God upon whom our nation was founded.
If we see that the foundations are being destroyed, shall we "flee as a bird to the mountains?" No, ladies and gentlemen of America, we must not.
What we must do, however, is learn our history and learn from it.
Professor Chris Shlect, of New St. Andrews College says that HISTORY IS LIKE A MALL MAP that gives contextual meaning to the little arrow that says, "YOU ARE HERE".
We know that we are someplace, but unless we know our history we don’t know where that someplace is.
With a knowledge of our history and with faith in Divine Providence, we see that God has placed each of us is a particular place, at a particular time, with particular resources and particular passions. We must discern what is His particular purpose for us.
Like David, we must recognize our place in History, we must remember that God is still on His throne and that the mission before us is to rebuild the foundations of America.
This is why I became involved in the Institute on the Constitution. This is why I have tried my best to teach my children about American history and their American heritage of liberty.
This is why I am seeking the Presidential nomination of the Constitution Party. I want, with your help, to call this country back to its original, Godly Constitutional greatness! I’m running for President because I want to help bring about a real restoration in America. I want to help to REBUILD THE FOUNDATIONS.
How can we do this?
The themes of our Campaign are GOD – FAMILY – REPUBLIC
In short, we are called to honor the Sovereignty of God – defend the American Family – and Restore the American Republic.
The God of the Bible must be first because – well – because He says so.
You know, we live in such a secular age today that it seems strange to talk about God and government at the same time. We’ve been indoctrinated so that we ask, "What does God have to do with government?"
Well, this question would have been easily answered by our founders. They understood the connection between the two.
For example, in his October 3, 1789 Thanksgiving Proclamation, George Washington, the father of our country, said "It is the duty of all nations to acknowledge the providence of Almighty God, to obey His will, to be grateful for His benefits, and humbly to implore His protection and favor."
You see, our country was founded by men and women who believed that "righteousness exalts a nation," and that "unless the Lord builds the house, they labor in vain who build it."
The Commonwealth of Massachusetts today is a scene of chaos and confusion resulting from the efforts of sodomites, abetted by cowardly politicians, to gain legitimacy for perversion through a corrupt court system. But in 1630, John Winthrop, the first governor of Massachusetts Bay Colony, delivered a speech entitled "A Model of Christian Charity". Its purpose was to prepare those with him for the establishment of a new society in this country. Governor Winthrop said, among other things, that if they dealt falsely with God, and turned away to worship other gods, they would surely perish out of this good land.
It saddens me to say it, but in many ways, we have dealt falsely with God. And, increasingly, our out-of-control, tyrannical courts have attacked the Christian religion upon which our country was founded by forbidding civil governments from acknowledging God.
I never thought I’d see the day in America when any judge would tell any state official that He could not acknowledge the sovereignty of the God of the Bible and attribute to Him our religious freedom. But this is exactly what U.S. District Court Judge Myron Thompson told Alabama Supreme Court Chief Justice Roy Moore he could not do!
What Judge Thompson implicitly advocates is HUMANISM. The denial of God’s Sovereignty is the root cause of every major dictatorship of the 20th century, the bloodiest century in all recorded history. It was Godless government that resulted in the mass murders committed by the Chinese and Soviet Communists, the Nazis, the Cambodian Communists and countless other petty, God-hating tyrants.
If I am elected President, I will, like our forefathers, acknowledge and honor God as the source of law, liberty and government. And I will do everything in my Constitutional power to see that no person who fails to acknowledge God will be appointed to the Federal judiciary!
I will support and pledge to sign the Constitutional Restoration Act introduced in the Senate by Senators Shelby, Brownback and Miller and Graham and in the House by Representative Aderholt of Alabama and others. I support this effort to limit the jurisdiction of the Federal Courts under Article III of the Constitution and will do all in my power to ensure that our right to acknowledge God in public places is in no way infringed.
Furthermore, I will seek to remove from office any federal judge who advocates reliance on foreign law or the decisions of foreign courts -- as some Supreme Court Justices have recently done.
Let me speak for a moment about our second theme -- Defending the family.
No institution in America is under greater attack than the God-created, God-ordained family. Increasingly we are told by tyrannical, out of control courts, and others, that marriage is in the eye of the beholder – that marriage is whatever people want it to be.
But this is a lie.
Marriage is defined by God alone. And He HAS defined it. He says it is to be only between a man and a woman. PERIOD! And Godly marriage does not need the approval of any civil government.
Let me here declare that I oppose homosexual marriage and civil unions, even as I oppose the hundreds of millions of dollars in subsidies which President Bush and the Democrats in Congress have supported to promote "safe sodomy" and underwrite the infrastructure of the homosexual movement.
Abortion is also a part of the attack on the family. Our current President has failed to lead on this premier moral issue of our time – which is the systematic slaughter of innocent, defenseless, unborn children in the womb.
For example, he has approved legislation to send additional scores of millions of tax dollars to Planned Parenthood and other groups which promote additional infanticide.
He has failed to stop the Food and Drug Administration from authorizing the distribution of RU 486, the abortion pill which has already been used to snuff out the lives of thousands of unborn children, even as it has placed at risk the lives and health of mothers who have decided to kill their own children.
I was present just weeks ago at the 31st annual March for Life in Washington DC when the President, by telephone, told the marchers that theirs was a noble cause. He said we must remind our fellow citizens that all human life is sacred and worthy of protection.
But in his State of the Union Speech – just two days before – a speech watched by millions of our fellow citizens – Mr. Bush reminded us of no such thing. The word "abortion" did not pass his lips. He said nothing about the sacredness of human life – though he did take time to demand that athletes stop taking steroids.
As President, I would do everything in my power to end the national disgrace of abortion. Starting with a formal acknowledgment of the person-hood of every child from the moment of conception – and the appointment of U.S. Attorneys, by recess appointment if necessary, who will enforce the Fifth Amendment requirement that no person be deprived of life without due process of law.
As President, I would advocate a total ban on all abortions and a total ban on any federal funding of abortions, here or abroad.
Finally, let me address our third theme – Restoring the Republic.
Sad to say, millions of Americans have no idea that the form of government our founders bequeathed us was not a democracy but a Constitutional – Representative -- Republic. Even sadder – and a lot more dangerous – is the obvious fact that most of those running the three branches of our national government – both Democrats and Republicans – do not care that our founders gave us a Constitutional – Representative – Republic.
If you have ever read the Constitution, and you’ve listened to what they call the Democratic debates, you know that none of the Democratic Presidential Candidates intend to be faithful to the plain text of the Constitution of the United States. Moreover, you also know that President Bush has recklessly committed hundreds of billions of dollars to programs that are beyond the delegated, enumerated functions of the federal government.
It is startling to realize that as you listen to them campaign – as you listen to them propose unconstitutional spending on unconstitutional programs --they are revealing to you the reasons why you cannot, in good conscience, as an honest American citizen, give them your precious vote.
They are telling you that they will violate their oath of office even before they take it.
An American President is responsible for protecting and securing the interests of Americans. Although the President of the United States is a recognized world leader, he is not elected by the World. He does not represent the World. His constituency is the American people.
Therefore, as President, I will support trade policies which favor American manufacturers, American workers, and American consumers. I will withdraw the United States from the World Trade Organization and NAFTA.
Because I agree with George Washington that ours should be an independent Republic, I will withdraw our government from the United Nations, the World Bank, the International Monetary Fund, and the whole panoply of New World Order institutions which suck up our taxes and expend them in a manner which, in violation of our Constitution, is not accountable to our Senate, our House of Representatives, or our people.
Since I understand the clear meaning of "shall not be infringed", I will support the right to keep and bear arms throughout the United States, including the District of Columbia and I will oppose efforts by the United Nations to restrict our God-given right of self-defense.
I will stop subsidizing the 9,000 bureaucrats at the United Nations with the tax dollars of the American people, and will reject the notion that the socialist majority in the United Nations can assess "dues" (a euphemism for taxes) on the American people.
I unequivocally oppose amnesty for illegal aliens. I will police our borders, and I will enforce the principles of California’s Proposition 187, which made clear that U.S. Taxpayers ought not provide welfare and other bureaucratic services to illegal aliens.
As John Adams said, "We are friends of liberty everywhere but guardians only of our OWN liberty." Our second president warned us specifically about the dangers of going abroad in search of monsters to destroy.
Heeding this sound advice, I will withdraw our troops from Iraq, and will not place the lives of American soldiers at risk except to defend America and her vital interests.
I will eliminate the taxes on Social Security benefits first imposed during the Reagan Administration and increased under Bill Clinton.
I will block efforts to give Social Security benefits to persons who are not citizens of the United States, including illegal aliens who have returned to Mexico.
I will work to replace the Federal income tax with a tariff-based revenue system, as I seek to repeal the Sixteenth Amendment and abolish the IRS.
LET ME CONCLUDE MY REMARKS BY REMINDING YOU that
Ideas and principles which we fail to advocate in the political arena are lost to history. The principle of liberty under law must not suffer that fate. It must be preserved, protected and defended.
Oh, but people have said to me, "Michael, you can’t win."
Well, Saul said that to David just before Goliath had a rock sunk into his forehead. Saul had forgotten that "With God, all things are possible".
Besides, haven’t you had enough evidence that the lesser of two evils is still evil?
If you keep doing the same thing over and over again, why would you be surprised when you get the same result?
I’ve heard it said that repeating the same action and hoping for a different result is actually the definition of insanity.
Let’s end the national insanity. Stop wasting your vote on politicians who have no intention of obeying the U.S. Constitution.
My friend, Howard Phillips, says, "If you don’t vote for what you believe, you’ll never get what you want. You don’t have to waste your vote on the lesser of two evils. You have a Constitutional choice.
Exercising a righteous choice is what our founders did when they laid the foundations. Now, you can help to REBUILD THE FOUNDATIONS.
George Washington said that it is up to us to "raise a standard to which the wise and honest may repair, recognizing that the event is in the hands of God."
And John Quincy Adams wrote, "Duty is ours, consequences are God’s."
I pledge to you I will do my duty.
I urge you to do yours.
I ask for your support and your vote for President
I ask for you to help me honor and acknowledge God in our civil governments.
I ask you to help me defend the God-ordained family.
I ask you to help me restore our Constitutional, Representative Republic.
"If the foundations be destroyed, what can the righteous do?"
I ask you to help me, with God’s help and Grace, do what the righteous must do -- REBUILD THE FOUNDATIONS.

Michael Peroutka: Medicare Way Over Budget -- OOP$ (February 6, 2004)
"In July of 2003, head of General Accounting Office testified before Congress that the Medicare program was a “highly vulnerable to waste, fraud, abuse and mis-management” and has been on GAO’s list of high-risk programs for more than a decade.
It remains on that list today.
Still, President Bush signs into law so-called Medicare “reform” which, he says will cost $400 billion over 10 years to help older citizens get their drugs.
Several weeks later, White House says, "Oooops!" - this program will cost $540 billion for next decade. The director of the Congressional Budget Office says that if you start with the year 2013, cost of Bush program ranges from $1.3 trillion to $2 trillion.
Bush’s Medicare drug for seniors program is the greatest expansion of a Federal entitlement program since Medicare became law in 1965 under President Lyndon Johnson.
But, even these costs of Bush’s program that I’ve mentioned are probably grossly underestimated. When Medicare first passed in 1965, the estimated annual cost was $10 billion a year; now it’s $244 billion a year.
In any event, regardless of the true cost of this new Bush entitlement program, it’s unConstitutional."

Michael Peroutka: The Second Coming of George Bush? (February 6, 2004)
"On national TV the other night, the Rev. Jerry Falwell demonstrated what’s wrong with so many Christian conservatives who have become cheerleaders for the Republican Party.
On the Cable News Network, Falwell said this about President Bush, quote: “I think George Bush is the personification of the ideal conservative. I cannot imagine a living American who better personifies what I believe in…I’m devoted to him,” unquote, said Falwell.
Well, now, such talk - raises the obvious question: What exactly does Jerry Falwell believe in - other than, of course, the second coming of George Bush?
On this same TV show, Stephen Moore, a real conservative - economically speaking - pointed out that the Federal budget has grown three times faster under Mr. Bush than it did under President Clinton. Mr. Bush has given us the biggest ever spending bills dealing with education, agriculture, and foreign aid.
Mr. Moore, a senior fellow and economist at the CATO Institute, went on to point out that when Republicans took over Congress in 1994 their whole message was that they would fight Big Government. But, now, under the Republicans, Big Government is bigger than ever.
Still, despite all this, Jerry Falwell insists that President Bush is, in Falwell’s words, quote “the personification of the ideal conservative,” unquote.
Sorry, Reverend. President Bush may, as you say, personify what you believe in, sir. But, by no definition does Mr. Bush’s Big Government spending make him any kind of conservative - ideal or otherwise."

Michael Peroutka: Bush Avoids Abortion Issue in State of the Union Address (February 6, 2004)
"President Bush has failed to lead on the premier moral issue of our time - abortion, which is the killing of innocent, defenseless, unborn children in the womb. In a phone call this year to "March For Life" marchers in Washington D.C., Mr. Bush hailed their efforts as a noble cause. He said we must remind our fellow citizens that all human life is sacred and worthy of protection.
But, in his State of the Union address - watched by millions of our fellow citizens - Mr. Bush reminded them of nothing about abortion. The word "abortion" did not pass his lips. He said nothing about the sacredness of all human life - though he did take time to demand that athletes stop taking steroids.
In late October of 2003, when asked if all abortions should be banned, Mr. Bush said, and I quote: "No, I don’t think the culture has changed to the extent that the American people or the Congress would totally ban abortions," unquote.
Well, Mr. Bush may be right about our culture and Congress. But, when the issue is literally a life-and-death issue - which abortion is - it is a President's moral responsibility to lead and not follow our people and Congress!
On abortion, a President - particularly a Christian President - should use his bully-pulpit to change public and Congressional opinion. And as President, I would do this. As President, I would advocate a total ban on all abortions and a total ban on any Federal funding of abortions, here or abroad."

"I greatly enjoyed being interviewed by Constitution Party member and talented talk show host Mary Starrett. Mary did an excellent job of covering the important issues. Since the Arizona primary election was today it was very timely to discuss how all those seeking nomination from the major parties have accepted the presuppositions of Socialism -- not one of them has an American understanding of law or government.
Mary's audience was quick to understand that we must look outside of the major parties if we hope to restore America to greatness and the American people to liberty.
We talked about how Article One, Section 8 of the Constitution enumerates the things that the Federal government is authorized by law to do. Medicare, Social Security, Education, War on Drugs, etc. are not there.

Michael Peroutka: Terror is Not an Enemy. Terror is the TACTIC of an Enemy! (February 2, 2004)
"WHERE ARE THE WEAPONS OF MASS DESTRUCTION?
The scandal over the failure of the Bush Administration to find the Weapons of Mass Destruction (WMD) in Iraq is growing fatter and deeper every day.
The President has now called for a commission to investigate intelligence shortcomings and lapses, as if Bush and Cheney and Powell and Rumsfeld and Wolfowitz and others who made the case to the American people that the invasion of Iraq was a national necessity, were victims of faulty work by underlings.
An indication of the seriousness of this issue for George Bush came in his State of the Union Speech last week when he referenced the report of David Kay, the U.S. Special Advisor leading the hunt for weapons in Iraq. Bush said that David Kay's report identified "dozens of weapons of mass destruction-related program activities."
This fuzzy bureaucratic language was a tip off to many that there remains a suspicious lack of evidence proving the existence of Saddam Hussein's alleged arsenal.
After stepping down as Special Advisor, David Kay himself said of the alleged weapons of Mass Destruction, "I don't think they existed."
Now, I want to state my support for the men who fight to defend our country.
But in this case, they have been sent on a fool's errand. They have been placed in harms way on false pretenses and faulty intelligence.
This eventuality might have been avoided had the President and the Congress followed the United States Constitution which provides that only Congress can declare war. The President cannot usurp this power from Congress and the Congress cannot surrender it by resolution.
The Constitutional process would also insure that the United States would not commit troops to something so vague, so undefined and so un-winnable as a war on terror.
Terror is not an enemy. Terror is the tactic of an enemy. A war on a tactic will, in all likelihood, never end because the object of the war, the tactic, can never be eradicated. This type of war will always be an endless, confusing tragedy.
That is, I fear, what we have in the case of Iraq. We should get the troops out now.
"Nation building" is not a permissible function of the United States Government under Article I, Section 8 of the United States Constitution.
As President, I would follow the Supreme Law of the Land, the United States Constitution, and bring home our troops."

"Abortion is also a part of the attack on the family. Our current President has failed to lead on this premier moral issue of our time – which is the systematic slaughter of innocent, defenseless, unborn children in the womb.
For example, he has approved legislation to send additional scores of millions of tax dollars to Planned Parenthood and other groups which promote additional infanticide.
He has failed to stop the Food and Drug Administration from authorizing the distribution of RU 486, the abortion pill which has already been used to snuff out the lives of thousands of unborn children, even as it has placed at risk the lives and health of mothers who have decided to kill their own children.
I was present just weeks ago at the 31st annual March for Life in Washington DC when the President, by telephone, told the marchers that theirs was a noble cause. He said we must remind our fellow citizens that all human life is sacred and worthy of protection.

As President, I would do everything in my power to end the national disgrace of abortion. Starting with a formal acknowledgment of the person-hood of every child from the moment of conception – and the appointment of U.S. Attorneys, by recess appointment if necessary, who will enforce the Fifth Amendment requirement that no person be deprived of life without due process of law.
As President, I would advocate a total ban on all abortions and a total ban on any federal funding of abortions, here or abroad."

Michael Peroutka: State of the Union - I'm From The Government and I'm Here to Help You? (January 21, 2004)
"It used to get a big laugh among conservatives and Republicans to tell any story which contained the words, “I’m from the government and I’m here to help you.”
But, increasingly, what you hear President Bush say, in so many words, in so many areas, is that --- well, he’s from the government and he’s here to help us --- even if his help is unConstitutional.
In his recent State of the Union address, Mr. Bush praised his own Medicare program, which will cost hundreds of billions of dollars.
He praised his latest immigration scheme, which will allow millions of illegal aliens to stay here “legally.”
He wants to double Federal-funding of abstinence programs. He wants $300 million to help ex-prisoners get jobs.
He pushed once again for his so-called faith-based initiative --- a terrible and dangerous idea that entices churches to become welfare recipients.
And the President --- who has asked for more than $50 billion for his Dept. of Education --- bragged about how he increased Federal funding for our schools by 36 percent since 2001.
What do all these programs have in common? They are all unConstitutional --- everyone of them.
At the end of his address, President Bush told a story about a 10-year-old girl, Ashley Pearson, who wrote him a letter. She asked Mr. Bush to tell her if he knew of anything she could do to help someone.
Well, Ashley, wherever you are, I would suggest, respectfully, that you can help Mr. Bush, and all of us, by writing him another letter suggesting, please, that he re-read and obey our Constitution."

Michael Peroutka: No Child Left Behind Act should be left behind (January 10, 2004)
"Dear Friends,
When George Bush was running for President he got a lot of applause by telling audiences --- and these are his exact words, quote: “I believe in local control of schools and I will work with Congress to pass power out of Washington DC,” unquote. But, President Bush’s re-election Web page brags about the fact that his Administration has increased Federal funding of education to the highest level in American history.
Celebrating the passage of his “No Child Left Behind Act” --- legislation that was primarily the work of Teddy Kennedy, who called this law a good bill --- President Bush has said, and I quote: “The new role of the Federal Government is to set high standards, provide resources (he means our hard-earned tax dollars), hold people accountable and liberate school districts to meet standards,” unquote.
In other words, as President, Mr. Bush has done the opposite of what he promised. He has increased the power of Washington DC over education! And all of this is blatantly unConstitutional! There is nothing in our Constitution that even remotely authorizes any involvement by the Federal Government in education --- nothing!
And because any involvement in education by the Federal Government is unConstitutional, this would mean, of course, that there should be no Federal Department Of Education. But, there is, still, such a Department, even though as recently as 1996 the Republican Party Platform called for its abolition. This Platform, among other things, called for the end of, quote, “Federal meddling in our schools,” unquote. But, under President Bush, the Feds have, with a vengeance, continued such meddling. In fact, under President Bush, the Department of Education now has a budget of more than $50 billion a year!
As President, I would obey the law, in this case our Constitution. I would immediately move to abolish the Department Of Education and stop all Federal involvement in education. Under my Administration, this illegal Department and the “No Child Left Behind Act” would be left behind. That’s a promise!"

"Dear Friends,
I just wanted to say something briefly to you about our historic documents page. Some of you might wonder why the Bible is first on the list.
Well, the Bible is number one here because it is the foundation upon which our country was built. And this fact is now being acknowledged by some unusual sources.
For example, in a cover story about the Bible in December of 1982, “Newsweek” magazine said, and I quote: “Historians are discovering that the Bible, perhaps even more than the Constitution, is our founding document,” unquote.
This “Newsweek” story went on to say that Scripture, God’s Word, is the source of the view --- a correct one, I believe --- that America began as a special, sacred nation, a people called by God to establish a model society, a beacon to the world.
Amen --- and may God bless you, your family and our country, as He will when we obey Him.
Amazing, even “Newsweek” magazine has confirmed our founding as a Christian nation.
Who says miracles have ceased?"

Michael Peroutka: Immigration Reform is a Reward for Lawbreaking (January 10, 2004)
"Dear Friends,
The Republican Party Platform that George Bush ran on called for a total overhaul of our immigration system and criticized the Clinton Administration for lax enforcement of our immigration laws. But, President Bush's recently announced so-called immigration reform does nothing to secure our borders. In fact, his suggested plan makes things worse --- a lot worse and a lot more dangerous.
President Bush says his proposed program will offer legal status as temporary workers to the millions of illegal aliens now employed in our country who are breaking the law! This makes no sense at all. None.
Representative Tom Tancredo, a Republican from Colorado who is chairman of the 68-member House Immigration Caucus, has it right when he says this Bush proposal is dangerous because it offers additional incentives and rewards for illegal aliens while it gives only lip service to what is really important: border security. Tancredo points out that of the 37,000 non-Mexicans who illegally crossed our borders in 2002, more than 7,500 were from countries that are known to harbor terrorists. And, he notes, President Bush and his advisors are ignoring the fact that there was another amnesty program in 1986 which was a failure and only encouraged more illegal immigration.
Regardless of what President Bush says, his new program is a blanket amnesty for the 8 to 10 million illegal aliens who have broken into our country. It is, as Pat Buchanan says, a massive reward for law-breaking. It is a refusal to execute the laws of the United States --- which he pledged to do when he swore, as President, to uphold our Constitution. And it is a blatant act of political pandering in an attempt to get the votes of Hispanics.
President Bush says our country needs an immigration system that, in his words, “serves the American economy and reflects the American dream.” This is true. But his new plan does neither. It does not benefit American workers to have illegal aliens taking jobs at lower wages, for which many of our people will not work. And it is more of a nightmare than a dream to advocate a plan that makes it legal for potential terrorists to stay in the United States.
As President, one of my top priorities would be to really secure our borders and deport all individuals who are here illegally."

"Michael Anthony Peroutka, a graduate of Loyola College in Maryland and the University of Baltimore School of Law, is Chairman of the Constitution Party of Maryland and a member of the Executive Committee of the Constitution Party National Committee.
Michael and his wife, Diane, live in Millersville, Maryland with their three children, Elizabeth, Timothy and Patrick.
Founder of The Institute on the Constitution, a nation-wide program teaching the principles incorporated in the Declaration of Independence and the U. S. Constitution, Michael has, for 18 years, been a partner with his brother Stephen in the Pasadena, Maryland law firm of Peroutka & Peroutka. Inspired by his parents, Anthony and Elizabeth Peroutka, Michael was called to public service at an early age, providing leadership in support of the right to life, the right to keep and bear arms, and other Constitutional causes. Michael resigned from a position with the U.S. Department of Health and Human Services when he recognized that none of the programs on which he was working were Constitutionally permissible.
Michael also serves on the Board of Trustees of The Conservative Caucus Research, Analysis & Education Foundation."
