"For some time I have been considering that this speech would be the "last speech" of the campaign. For that reason alone I wanted it to be a quality representation of our themes and our purpose.
Traveling down through the Virginia countryside with my great friend and brother (and, for this trip, my chauffer) Pastor Mike Chastian was a special joy. He is a great Southern Christian gentleman, and a great preacher. On my own Christian walk he has been an agent of Providence. To share this trip with him was wonderful. With about ten hours of driving time in two days, we talked about important things, unimportant things, listened to great Southern music, and prayed for God's guidance of our efforts to carry forth His Great Commission.
Traveling down the Shenandoah Valley to Lynchburg on Friday evening, we stayed overnight and breakfasted with Jeff Butler who met up with us to film the speech and the event at Christ College. Matt Deamer, our friend from Pennsylvania who is studying at Christ College, was our host. I had the pleasure of meeting with Matt's parents and his fiance. I also met up with our good friend Buddy Hansen, who arranged his busy travel schedule to be with us yesterday.
I was most gratified to see such a large crowd that actually overflowed our meeting room at Bansen Hall at Christ College. I believe that my remarks were well accepted. There was a local TV channel (13?) that interviewed me before my remarks and the thought struck me that -- finally -- I'm not terrified to speak to TV reporters. Regrettably, this maturity comes only now that the campaign is essentially over. Oh, well!

"Mr. Chairman, Madam Secretary, Members of the National Executive Committee, Delegates to the Constitution Party Convention, Members of the Constitution Party, My fellow Americans, Dear Brothers and Sisters…
I am proud and honored and humbled to accept the nomination of the Constitution Party for the Office of President of these united States.
Just four months ago in Maryland, when I publicly announced that I would seek this nomination, we talked about the cultural and spiritual decline that we see all about us in America today.
We expressed our deep concern for our republic. We wondered what sort of Country we've become.
We wondered what sort of Country sends mothers and Daughters and wives and sisters to fight and bleed and die its foreign – undeclared -- undeclared wars.
We wondered what sort of country sends sodomites to fight its foreign – undeclared wars.
We wondered about what kind of an administration declares war on something so vague, so amorphous, and so undefined as Terrorism. We worry about such dangerous and sloppy thinking. Since terror is not an enemy, but the tactic of an enemy, we wonder how such a war could ever be won. How could such a war ever end? How do you defeat a tactic – especially when you practice the same tactic yourself?
We wondered that it's the same sort of country that tortures and executes more than one million of its unborn every year.
We worried about becoming a country whose president backs homosexual civil unions -- whose president wants to give asylum and welfare benefits to millions of illegal aliens -- and whose president insists that both he and the Muslims worship the same god. Well, perhaps they do.
We worried about judicial tyranny. We never thought we'd see the day when a federal judge would tell the highest elected judicial officer of a State that he couldn't acknowledge the sovereignty of the God of the Bible and attribute to Him our religious freedom. But this is exactly what U.S. District Court Judge Myron Thompson told Alabama Supreme Court Chief Justice Roy Moore he could not do.
We also discussed the dangers of the one world government agenda and the headlong rush of both major party candidates to give away America's sovereignty to foreign bureaucrats.
We talked about the out-of-control spending on unconstitutional programs that are the dirty habit of both democrat and republican administrations despite endless promises to the contrary. These unlawful spending sprees have bankrupted America and made her vulnerable to her enemies –both economically and militarily.
Keep in mind that those high gas prices mean that the purchasing power of the dollar is slipping, and the weak dollar reflects the low confidence that foreign lenders have in America's economy.
Ask yourself, if I came to you for a loan, would you have some concern if my told you I was going to spend more than I took in this year to the tune of one half of a trillion dollars?!? And, by the way, would it also concern you that I'm 7 TRILLION dollars in debt already!
We talked about the black hole of consolidated, centralized power that our forefathers warned would plague us if we didn't stay true to republican (not democratic) principles. We talked about the dishonor that would be our reproach if we failed to honor God and acknowledge Him as the source of Law and Liberty and Government.
So, we find ourselves today standing amidst the ruins of an American Constitutional Republic, the foundations of which have been destroyed.
This is the key point, ladies and gentlemen – the foundations have been destroyed.
These conditions I've just described – significant and challenging as they indeed are – are not the problem. They are the symptoms of the problem.
The problem is that we no longer stand upon the firm American foundation that was won for us by the courageous and visionary men who lodged here in the winter of 1777.
We talked about rebuilding those foundations and why it is important -- indeed essential -- that we do so.
The Themes of our campaign – God, Family and the Republic are designed to reflect this vital task.
We must Acknowledge God, Defend the Family and work to Restore the Republic
PART I: HONOR GOD
We begin – like our forefathers began – at the beginning.
"In the beginning, God created…" Genesis 1:1
America – perhaps the only Country ever founded on a creed – began right here. This first sentence of the Bible is the cornerstone of an American understanding of law and government.
"God Created…" is the very first presupposition upon which the Declaration of Independence and an American view of law and government rests. Jefferson expressed so eloquently in that document that "All men are CREATED equal…" (not evolved equal). He went on to say that the Creator God endowed all men with rights – unalienable rights – of life, and liberty and the pursuit of happiness, among others. He went further still and declared that the purpose of government is to secure and protect and defend these God-given rights.
Ladies and gentlemen, this AMERICAN view of government's foundations and purposes – that there exists a Creator God – that rights come from Him – and that the purpose of civil government is to protect and defend and secure these God-given rights – are the very foundations that we've been talking about.
These are the footings upon which can be poured the structural elements of a safe and prosperous and just and decent society -- A society in which religious diversity is tolerated and not suppressed.
Such diversity is tolerated, it's important to note, not because the men in charge decide to tolerate religious expression, but because God tolerates liberty of conscience.
To those who wrongly criticize our Party saying that we want to establish a Theocracy, we must ask them to give careful attention to what we are saying. Like America's founders, we believe that the acknowledgment of God is not the exercise of a religion. Rather it is the founding philosophy of a government that allows religious diversity.
You know, we live in such a secular age today that it seems strange to talk about God and government at the same time. We've been so brainwashed that we ask, "What does God have to do with government?"
Well, this question would have been easily answered by our founders. They understood the connection between the two.
For example, in his October 3, 1789 Thanksgiving Proclamation, George Washington, the father of our country, said "It is the duty of all nations to acknowledge the providence of Almighty God, to obey His will, to be grateful for His benefits, and humbly to implore His protection and favor."
You see, our country was founded by men and women who believed that "righteousness exalts a nation," and that "unless the Lord builds the house, they labor in vain who build it."
If I am elected President, I will, like our forefathers, acknowledge and honor God as the source of law, liberty and government. And I will do everything in my Constitutional power to see that no person who fails to acknowledge God will be appointed to the Federal judiciary!
I will support and pledge to sign the Constitutional Restoration Act introduced in the Senate by Senators Shelby, Brownback and Miller and Graham and in the House by Representative Aderholt of Alabama and others. I support this effort to limit the jurisdiction of the Federal Courts under Article III of the Constitution and will do all in my power to ensure that our right to acknowledge God in public places is in no way infringed.
Furthermore, I will seek to remove from office any federal judge who advocates reliance on foreign law or the decisions of foreign courts -- as some Supreme Court Justices have recently done.
PART II: DEFEND THE FAMILY
Let me speak for a moment about our second theme -- Defending the family.
MARRIAGE
Strong families are the backbone of a peaceful, just, and prosperous society. Many don't realize it but the family is a legal jurisdiction. It was actually the first institutional jurisdiction ordained by God. Even before the legal jurisdictions of the Church and the State.
No institution in America is under greater attack than the God-created, God-ordained family. Increasingly we are told by tyrannical, out of control courts, and others, that marriage is whatever people want it to be.
But this is a lie.
Marriage is defined by God alone. And He HAS defined it. He says it is to be only between a man and a woman. PERIOD! And Godly marriage does not need the approval of any civil government.
Let me here declare that I oppose homosexual marriage and civil unions, even as I oppose the hundreds of millions of dollars in subsidies which President Bush and Republicans and Democrats in Congress have supported to promote "safe sodomy" and underwrite the infrastructure of the homosexual movement.
FATHERHOOD
Last Sunday, we celebrated father's day across America, a tradition going back to 1910 when a woman from Spokane, Mrs. Sonora Louise Smart, grateful for the Godly example of her self-sacrificing father, a man who lovingly raised six children following the death of his wife, drew up a petition to honor all fathers in America.
In 1972, President Richard Nixon formalized the third Sunday in June as a day set aside to give thanks for the special role of fathers.
But today, perhaps the most insidious attack on the American family is the decades-long denigration of fatherhood.
The father is the head of the God-ordained family. He is the leader, the teacher, the provider, the protector. He is the lawgiver, the judge and the enforcer. The Bible defines his role as the special representative of God and His Word in the sacred institution of the family.
As such, he is the federal head and is responsible for the instruction of his wife and the training of his children in the fear and admonition of the Lord.
To those who seek to destroy our Christian, civilized culture, he clearly poses a threat.
This is why the enemies of America and American law and American government have sought for decades to besmirch his character, render him irrelevant and, indeed, put him to death.
Hollywood movies overwhelmingly portray fathers as drunkards, bullies and buffoons. Television programs show him as selfish, stupid, greedy, uncaring and incompetent.
Government programs, including federal grants to States, actually reward state welfare and social service agencies with monetary incentives when they succeed in BREAKING UP families and removing fathers from their own homes.
You see, by destroying the good name of fatherhood, America's enemies seek to destroy the authority and influence not only of American dads, but also the memory and lasting influence of our FOUNDING FATHERS, The attack on fathers and fatherhood is an insidious attack on the very concept of moral authority, and thus, an attack on the Character of God Himself.
If elected, I promise to end all unconstitutional spending, including grants to State agencies that are rewarded for destroying American families.
ABORTION
Abortion is also a part of the attack on the family. Our current President has failed to lead on this premier moral issue of our time – which is the systematic slaughter of innocent, defenseless, unborn children in the womb.
For example, he has approved legislation to send additional scores of millions of tax dollars to Planned Parenthood and other groups which promote infanticide.
He has failed to stop the Food and Drug Administration from authorizing the distribution of RU 486, the abortion pill which has already been used to snuff out the lives of thousands of unborn children.
As President, I would do everything in my power to end the national disgrace of abortion -- Starting with a formal acknowledgment of the personhood of every child from the moment of conception.
Furthermore, I will obey my oath, and defend the Constitution, by refusing to enforce the unconstitutional ruling in ROE v. WADE, and will appoint as U.S. Attorneys, only those who will ensure that none of America's precious children are deprived of their unalienable right to life without due process of law.
As President, I would advocate a total ban on all abortions and a total ban on any federal funding of abortions, here or abroad.
Since the first priority of civil government is to protect innocent life, the defense of the unborn would be my first priority in office.
PART III: RESTORE THE REPUBLIC
Finally, let me address our third theme – Restoring the Republic.
Regrettably, millions of Americans have no idea that the form of government our founders bequeathed us was not a democracy but a Constitutional – Representative -- Republic. Even sadder – and a lot more dangerous – is the obvious fact that most of those running the three branches of our national government – both Democrats and Republicans – do not care that our founders gave us a Constitutional – Representative – Republic.
A few weeks ago, comedian Jay Leno made a remark about the sinking situation in Iraq and the struggle to adopt (impose) an Iraqi constitution. Leno Said, "Why not just give them our Constitution…we're not using it anymore?"
If Jay Leno can get this right, why can't we?
If you have ever read the Constitution, and you've listened to my opponents, you know that neither Mr. Bush nor Mr. Kerry intend to be faithful to the plain text of the Constitution of the United States.
Moreover, you also know that President Bush has recklessly committed hundreds of billions of dollars to programs that are beyond the delegated, enumerated functions of the federal government.
You also know that the major media never seriously questions or investigates this illegality-- or expresses any moral outrage about this oath-breaking.
Anyone who does complain about these outrages is patted on the head, or mocked as an extremist, and told that the Constitution is a living document that must change and adapt with the changing times.
Beware America -- Beware this glib excuse for lawbreaking.
My friend, Franklin Sanders, has written that "to say that the Constitution is a living document is to say that it is dead". He's right. To say that the Constitution evolves is to say that it is not fixed standard and is therefore, in his words, "dead as a hammer".
If the Constitution is dead, it is because the meaning of its words have been crushed and broken by its murderers, and those who have killed it through "deconstruction" -- the redefining of the meaning of its words – have now become the Supreme Rulers of the Land.
I want to pause here and express my gratitude for two excellent campaign assistants who are everyday and almost everywhere telling the American people why they must vote for Michael Anthony Peroutka and for the Constitution Party. These two men have great media access and they have large and well financed staffs. They work tirelessly and constantly and make the case over and over again that America must elect Michael Anthony Peroutka.
I'm talking of course about George W. Bush and John Forbes Kerry.
It is startling to realize that as you listen to them campaign – as you listen to them propose unconstitutional spending on unconstitutional programs --they are revealing to you the reasons why you cannot, in good conscience, as an honest American citizen, give them your precious vote.
They are telling you that they will violate their oath of office even before they take it.
Despite what my opponents believe:
- The purpose of civil government is NOT to make sure everyone has health insurance.
- The purpose of Government is NOT to make sure everybody's seat belt is buckled.
- The purpose of Government is NOT to spread democracy to other nations. (First of all, we are not a democracy and "Nationbuilding" is nowhere found in our Constitution.) (Likewise, the title "policeman of the world" is not listed in the powers of the President in Article II)
- The purpose of civil Government is NOT to take care of people who can't take care of themselves. As nice as this idea sounds, this is the job of the family or the Church. These are separate jurisdictions.
- The purpose of government is NOT to educate the children of the State. The State has no children! (The State has never even been pregnant!)
- The purpose of Government is NOT to protect the environment. Government should defend – not attack – private property rights.
These are all SOCIALIST Goals that are based on a Socialist paradigm. They come straight from the Communist Manifesto. They are not based on an AMERICAN foundation.
Remember -- What did Thomas Jefferson, Adams, Washington, and the men who suffered at Valley Forge say about the purpose of government? They said, "To secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed."
So, again, the purpose of government, in an American understanding, is to protect God-given rights.
The sad truth is that most elected and most appointed officials today think that the purpose of government is to redistribute wealth -- your wealth.
You see, it has to be your wealth because, in the case of the federal government, there is no wealth. In fact, our federal government is broke. Actually it's worse than broke. It's about seven trillion dollars in debt.
At least it was seven trillion when I began my remarks. I'm sure it's worse now.
And it's getting worse and our leaders don't care. At least if you judge how much they care by their commitment to do something about it.
Imagine if we could somehow pass the hat in this room and collect seven trillion dollars and give it to President Bush. Then – then… the federal government would be broke.
So how are the foundations destroyed? They are destroyed because both major parties have forsaken the true purpose of government and the true source of law and liberty.
Both major parties are working to end the American dream.
It is the Constitution Party that is working to realize the dream that Washington's men at Valley Forge fought -- and froze – and died for.
Those soldiers didn't fight for the United Nations and the New World Order.
They fought for American Sovereignty.
Those men didn't fight for a Social Security Number, a progressive income tax or socialized medicine, or other chains of dependence.
They fought for independence.
They men didn't grab their muskets and fight for federal gun control laws.
They fought for personal liberty.
Those heroes didn't risk their lives so that their children would be sent on yellow buses to propaganda mills where they were dumbed down with ritalin (sp?) and psycho-babble -- told that they couldn't pray to God – and instructed in "Values Clarification."
They shivered and worked and drilled and ran and bled and died so that they could raise their children in the fear and admonition of the Lord.
For the past four months, I have been traveling the country, discussing our campaign, its themes and the issues, with people from all walks of life.
I am very encouraged!
All over America, there is a revival of appreciation of, and desire for Constitutional Government.
I see it everywhere from Great Falls to Concord -- And from Portland to Pensacola.
The American people want to support a President and a party that represents the ideas and principles upon which our country was founded.
They want an honest government.
They want an efficient government.
They want a smaller government.
They want a lawful, Constitutional government.
They want an American government.
They want a government that keeps the covenant with the American people.
They are done with federal bureaucracies that parasitically devour the resources and the liberty of a people to whom they are pledged to be accountable.
They are done with federal courts that have forsaken the rule of law -- and seek to rule illegally and unconstitutionally by the fiat of judicial oligarchs who have been methodically eliminating all acknowledgment and memory of our Christian history and heritage.
They are enraged by blatant attacks on the right of the people to acknowledge the God upon whom our nation was founded.
They don't want to waste their vote on the lesser of two evils anymore. They have seen more than enough evidence of evil and corruption from both major parties to realize that it's just as wrong to vote for Gomorrah as it is to vote for the slightly more evil Sodom.
They know that to keep doing the same thing over and over – and to expect a different result – is the very definition of insanity.
The American people are done with this national insanity. They are finished with wasting their vote on democrats and republicans who have demonstrated, indeed promised, their lack of fidelity to the United States Constitution.
You see, I'm honored to be associated with the Constitution Party because it is the genuinely American Party.
I know you are not collecting signatures, stuffing envelopes, making phone calls, conducting meeting and giving your hard earned money because you see this party as a path to personal power.
I know that you are doing it because you see it as your Duty to do what you can to Restore the Republic –
That's why I am proud to be standing before you today accepting your nomination, proud – and humble.
I am honored – and grateful – and determined to do my best!
I am deeply proud to be associated with people who truly care about their government and willing to get constructively involved – not for their own gain but for the glory of God recognizing their covenantal obligation to secure the blessings of liberty to their children's children's children – their posterity.
I believe that with a knowledge of our history and with faith in Divine Providence, we see that God has placed each of us is a particular place, at a particular time, with particular resources and particular passions. We must discern what is His particular purpose for us.
He placed you and me in this room today. He didn't place us at this venue in the Winter of '77. He placed you here at this time in this place for a purpose – for His purpose. You are an important part of His plan.
It's not a question of whether you will respond to his call. He has already called and you are already responding.
I ask you to carefully consider what is happening here. You must listen, and respond and act.
My high school debate teacher, Sr. Theodore of the Sisters of St. Francis, used to say that the result of effective speech is action.
Not emotion – not just a nice fuzzy patriotic feeling -- but ACTION.
She was right. You must listen. And you must respond. But then you must ACT – or my speech was a failure.
A number of years ago, before I had actually met Dr. Curt Frazier, the Constitution Party's Vice Presidential candidate in 2000, I heard him speak to a Party gathering in Baltimore. After the meeting, speaking to a small group, he told of his first encounter with the Constitution Party and its principles, ideals, purpose and vision. He said that this is what he was looking for and felt blessed to find such a group of committed, courageous and self-sacrificing Americans.
He said he turned to his wife and said, "Honey, we're home."
Ladies and gentlemen, like Dr. Frazier, I am home. And the Peroutka Family is home.
You have honored me and my family by placing your faith and trust in us. I thank you and covet your prayers for my family and our campaign team led by my great friend, Attorney Scott Whiteman, as we face the next four months and all the challenges and opportunities ahead.
Taking inspiration from this historic venue where brave Americans displayed patriotic devotion to God and country, I will do my duty and do my best to represent you honorably.

"America is no longer a federated, constitutional republic. It is now an empire. And the government that runs this empire ... is an organized criminal conspiracy. The worst fears of the Founding Fathers have come true, in spades. Not only have we had a Consolidated national government since Lee surrendered his army at Appomattox, but the ensuing century witnessed the expansion of Lincoln’s policies of conquest and reconstruction around the globe. What was first practiced on Southerners now is commonly practiced against anyone who opposes Washington DC’s messianic urge to make the world safe for democracy and multinational corporations.
Though the American Empire has been a long time aborning, the regime’s response to the 11 September 2001 terrorist attacks and the subsequent invasions of Afghanistan and Iraq (and who’s next?) have stripped the mask off the monster.
In the midst of all the carnage and destruction, both here and abroad, that resulted from 9-11, two salient questions have remained buried by the Establishment media 1) Why does the U. S. have so many enemies throughout the world? and 2) Have we become an imperial power and, if so, by whose consent?
Could it be we have made so many enemies because we are today an empire with its tentacles in over 100 countries? Since the War Between the States, the American empire has increasingly thrown its weight around, first financially and now militarily. The Establishment elites who run and profit from the empire have committed themselves to a thoroughgoing reconstruction of the world in their own image. Such policies have alienated many peoples who simply do not wish to live in the mold foisted upon them by the American ruling class. Now, innocent Americans, Afghans, and Iraqis are paying the price—in blood—for our elites’ arrogance, hubris, and megalomania. In short, we have ignored the Founders’ sound advice and have gone hunting in search of distant dragons to slay. It is therefore long past time for us to return to a foreign policy based on vigilant neutrality and a defense policy based truly on defense rather than imperial ambition. We will return to neither as long as the Democrats or Republicans control this regime.
Americans take great offense when they themselves are wronged, but turn a blind eye when their own government wrongs others. No civilized person could approve what was done to Americans on 11 September 2001. But by the same standard, no just man could approve what we have done to innocent Serbs, Afghans, and Iraqis and anyone else who dares stand in the way of the American reconstruction of the entire globe. The list of wrongs the American empire has committed around the world is long, as are the memories of those who have suffered them. And one is left to wonder if all the turmoil, both at home and abroad, since 9-11 is not somehow a wake-up call to the “only remaining superpower” that indeed judgment is visited in history upon regimes that use their vast powers unjustly.
The past three years point to other national failures as well. Clearly, for all its imperial bluff and bluster, the American regime has demonstrated that it cannot protect its citizens in their homes and workplaces. But instead of getting rid of the inept politicians and bureaucrats who failed us, we give them more money and power and passively accept the notion that reducing liberty is the price for increasing security. But in the end, we will have neither liberty or security, and deservedly so.
In a flurry of post 9-11 activity, the Bush regime sought to reassure Americans that all that could be done was done to protect the country against future terrorist attacks. For now, all of this activity—the invasions of Afghanistan and Iraq, the passage into law of the USA Patriot Act, and the establishment of the gargantuan Department of Homeland Security and its attendant police-state enormities—seems to have made most Americans feel more secure. We are being prepped for a long and expensive stay in both Afghanistan and Iraq, and our rulers tell us that it’s unavoidable if we are serious about winning what amounts to a perpetual “war” against terrorism.
Wanting to trust Bush, Americans have until recently refrained from posing tough questions to the regime. After all, we are told, “patriots” don’t rock the boat in a time of national crisis. But the blind faith Americans have shown towards the ruling elite is giving way to cynicism and doubt, and with good reason. Despite the NY Times and other establishment organs touting the virtues of a benign American Empire, Americans have learned a bit about the folks who are running the show, and they don’t particularly like what they see.
Just who are these latter-day mandarins who run the American Empire? Nearly all these Washington insiders are products of the Ivy League. They are the self-proclaimed “best and brightest,” born to rule, booted and spurred (to quote Mr. Jefferson), over the rest of us. They are traffickers in information and analysis; they produce nothing useful by anyone outside their own narrow class. But they command for themselves great power and influence by controlling the flow of and access to critical information. Moreover, they are involved in the often incestuous relations among government, the multinational corporations, the academy, the media, and the big non-profit foundations. As committed internationalists and proponents of global democracy, global capitalism, and empire they have no loyalty to any country, regional identity, State, or local community. They are truly a deracinated class—politicians, bureaucrats, lobbyists, lawyers, consultants, academics, corporate executives, media moguls—that abhors the traditions associated with place, kith and kin, and Christian culture. These well-paid sophisticates disdain true patriotism, Biblical ethics and mores, historical and cultural memory, ethnic and racial homogeneity within historic states, and, in the case of America, constitutional government. In short, they are enemies of all that we hold dear.
This imperial elite’s view of the world is based on narrow self and class interest, and such interests have been packaged rather innocuously for public consumption as “global democracy” and “global capitalism.” But these supranational elites do not define “democracy” as we would. We associate our so-called democratic institutions with the idea of the “consent of the governed.” This, however, is far from the meaning of “democracy” as it stands in the worldview of our imperial masters. For them, democracy is not a process worked out on the campaign trail and at the ballot box. Rather, it has more to do with results than with process. Democracy is an ideology that can be furthered only by certain acceptable social, cultural, economic, and political outcomes. For instance, if global democracy and global capitalism are to be the genuine articles, then they must successfully promote multiculturalism, diversity, tolerance, radical egalitarianism, open borders, the free flow of money and credit and good and services and labor. It goes without saying that these ideas serve to undermine the concept of national sovereignty and traditional cultures, including our own Western Christian culture.
A messianic American Empire dedicated to furthering global democracy and capitalism, and all the leftist ideologies and policies that inform it, has taken on the status of a true religion among our elites. Thus they stand in opposition to the Christian worldview that for long has dominated traditional America. The religion of our imperial elites is firmly grounded in the rationalistic philosophies of the 18th-century Enlightenment. Therefore, they believe that human progress, leading to utopia, can bring secular salvation to a world floundering in ignorance, bigotry, and superstition. As the high priests of this humanistic religion, the elites will allow no other gods before the omnipotent State. As Oz-like manipulators of the levers of the managerial regime (as columnist Sam Francis calls it), the elites see themselves as vastly superior in intellect and moral worth when compared with the common folk over whom they rule. When pundits speak of the post-Christian West, they speak of the acquiescence of the American hoi polloi to this imperial, socialist paradigm.
But do the secular, internationalist elites, committed as they are to a rationalistic, post-Christian order, really (as Irish patriot Michael Collins said of the British in Ireland) have the guts to run an empire. Take the Middle East, for instance. Militant Islam sees the U.S. as the “great Satan” and is determined to destroy Christianity and the nations that are historically Christian, particularly ours. Once upon a time, our Christian ancestors in Europe had no qualms about launching the Crusades or defending the Mediterranean, the Balkans, and the Iberian Peninsula against the spreading cancer of Islam. In that era, a vibrant, self-confident Christendom did not hesitate to assert itself against a competing religion sworn to its destruction (and that little fact has not changed). But we in the Christian West have changed. What remains today of Christendom is but a pale and emasculated image of its old self. The medieval monarchs and warrior-heroes who drove the Muslims from Spain, defeated Ali Pasha at Lepanto, and held the gates of Vienna have been replace in our own day by bleating men who proclaim Islam a religion of peace and worry more about hate crimes against Muslims and threats from the Council on Islamic American Relations than they do about securing our porous borders against real and potential Muslim terrorists.
In truth, today’s American Imperial elites are hamstrung by their own ideologies, if indeed their goal is to “save America.” Their commitment to multiculturalism, diversity, tolerance, and other left-wing pathologies precludes them from shutting down the borders and getting control of the immigration problem. It also prevents them from championing America as an historic place settled and developed by white, European Christians for their own posterity, a place our ancestors considered worth fighting for. But because of the pernicious influence of the elites on public opinion (they do after all, control the major newspapers, television, and the Hollywood film industry) through what we have come to call “political correctness” (in truth, it should be called Cultural Marxism), today’s emasculated Christians dare not utter a word about this “place” actually being ours by inheritance, and as such, closed off to those who do not share or respect our history, culture, and religious faith. They have bought the imperial elites’ mumbo jumbo about America’s uniqueness as a “Proposition Nation” whose creed is radical egalitarianism and individual autonomy. Not to put too fine a point on it, but those Bush-supporting Christians need to be awakened to cold, hard reality. And that reality is this: the revolution has come and gone and we are losing our country to an alien ruling class and an alien ideology. Empire is the natural result of this revolution.
But again, these imperial elites are hampered by their own prevailing ideology. That ideology cannot save America as we know it; rather, it can only destroy it. To believe that G. W. Bush’s gaggle of neo-conservative advisors are interested in protecting you and me from militant Islam or some other enemy we’ve made or shortly will make, is a fool’s game. Simply put, the Washington elites are not about to do the hard things necessary to defend us from foreign threats. To do so would undermine the very internationalist ideology on which they’ve risen to power.
If we, the common folk of America, are to survive then we must see to it for ourselves. To oppose the current problem of militant Islam, for instance, the first thing we must do is free ourselves from the grip of the imperial elites’ alien ideology and then declare to our enemies, especially Muslims who are prone to fly planes into tall buildings, that it is our intention, as Christians, to defend our God-given inheritance, at whatever cost. Also, we should tell them that we have no interest any longer in interfering in the Middle East on behalf of our perpetual client state, Israel. It seems to me that the Constitution Party is ideally situated to advocate this bold sea change in America’s foreign policy.
As Christians, we should desire peace whenever possible. To have peace, we must shed ourselves of empire and the elite class who have foisted it upon us. This means getting rid of Democrat and Republican rule. But if we are going to be an aggressive imperial power and conduct a perpetual war against Middle Eastern terrorist regimes, then let’s call the struggle with Islam what it truly is: a religious war. That is surely how they see it. Remember, the only peaceful Muslims are apostate Muslims. But unlike modern day Christianity, Islam does not tolerate the lukewarm. One wonders how soon the day will come, considering our wide-open borders and an immigration policy that encourages a massive influx of non-Christian and non-Western peoples, when these now-peaceful Muslims will become faithful Muslims. How many followers of Muhammad now residing in America, courtesy of our imperial rulers, are patiently awaiting the day when their number swell to the point that they can act on the tenets of their faith, which sees Christianity as the enemy and individual Christians as people who must either be converted or destroyed.
Knowing full well that most Muslims take their faith seriously, the imperial elites can only hope that American Christians will continue to take their faith lightly, elect candidates to office who will perpetuate the regnant leftist ideology, and consent meekly to send their sons and daughters off the fight wars to keep the world a safe place for godless liberalism and those who profit from its imposition around the world. Therefore, I believe the best and most effective way for Americans to dismantle the empire and return to a constitutional, federated republic is to take their Christian faith seriously and quit being apologists for a worldview and a regime sworn to the destruction of all they hold dear.
Voting for George W. Bush is going to get them more military adventurism, more bloodshed, more debt, more enemies, and thus more hatred of America abroad. It will not get them victory over an enemy that is everywhere and yet nowhere at the same time, nor will perpetual war secure them peace. There is but one candidate in this race who can stop the current imperial madness and return America to the vision of our Founders. There is but one candidate whom we can count on to oppose the Empire. It is Michael Anthony Peroutka."

"Franklin Sanders grew up in Memphis, spent two years in the US Army, and attended graduate school at Tulane and the Free University of Berlin. In 1980 Mr. Sanders opened a gold and silver brokerage, and began publishing his newsletter, The Moneychanger. He has written or co-authored four books. In 1993 Mr. Sanders wrote (for Jim Blanchard) Silver Bonanza: How to Profit From the Coming Bull Market in Silver. He lives with his wife, five of his seven children, and five grandsons in Dogwood Mudhole, Tennessee."

"Imagine that the year is 1795. You are a British subject, living in the port town of Plymouth. In the ordinary course of everyday life, one of the dangers you must always guard against is meeting a “press gang” on the street. Press gangs are parties of soldiers or sailors roaming the streets empowered to seize any able bodied man between 18 and 55 and force him to serve in the Army or Navy. By the way, already having served is no excuse. You might have been pressed into the military once, served five years, and then a few days after you are released you might be impressed again.
But “press gangs” weren’t limited to Great Britain. They were just as common in France and Prussia. And the British weren’t too fastidious about whom they pressed. Sometimes they just cleaned out the jails. In 1779 a general press of all “rogues and vagabonds in London” was ordered. All who were not too lame to run away or too destitute to bribe the constable were swept away.
The British did not limit the draft, however, to their own nationals. Between 1799 and 1812 thousands of British seamen signed up on US merchant ships. During the Napoleonic wars, the British insisted they had the right to board neutral ships on the high seas to search for “deserters” or British subjects liable to impressment. In fact, British boarding parties actually seized whomever they wanted, many US citizens among them.
It will utterly astound you to learn that in 1812 the United States of America went to war against Great Britain in part because the British Navy boarded American ships and impressed their sailors. Astounding, isn’t it, that a nation that once went to war to prevent impressment is today about to impose impressment on its own citizens -- men and women alike. Even at their worst, the British never pressed women.
Generally speaking, a draft or conscription seldom appears in republics. Where the commonwealth is healthy, and the people for good reason love their country, any invader will meet a host of patriot volunteers. No, a draft is usually the tool of empire, when imperial rulers want to wage foreign wars, wars of conquest, aggressive wars, and can find among their reluctant and sensible citizens no volunteers. Let me repeat that: a draft is not a tool of free nations and free people. A draft is the tool of slave states and totalitarian empires.
It is not coincidental that the United States never saw a draft until the War of Northern Aggression. That unpopular war was fought for the imperial goal of forcing the free and independent Southern states back into a Union they no longer desired. In the North the draft was so unpopular that in at least four Indiana counties sheriffs either called out the local militia against Federal conscription officers, or refused to allow them into their counties. In New York riots against the draft that broke out in July 1863 killed hundreds of innocent persons, most of them black. The riots could only be suppressed by the Army and Navy.
Now it may be that in times of emergency, when invasion threatens a nation’s survival, that it becomes necessary to mobilise every resource the nation can muster. Perhaps when the nation’s life is at stake, a draft in the name of national self-defence might be justified. From the most ancient times Anglo-Saxon law enforced a common obligation to serve in the local militia or the posse comitatus, the power of the county.
But even granting that exception, how can a draft be justified in a time of peace? Or for imperialist adventures? The plain answer is, it can’t.
To condemn a draft we don’t need to answer the abstruse, ethical lifeboat question of whether a national life-or-death situation justifies it. All we have to do is read the United States Constitution, and use a little elementary logic.
First, let’s look at the Preamble to the Constitution. We all know this:
We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
It ought to be obvious that no one can enjoy any of these blessings unless he is alive. It simply doesn’t make any sense that the creature -- the government -- can turn and murder the creator -- the citizens, yet a draft does exactly that.
A draft, then, contradicts the most fundamental foundation of the constitution, namely, that the state exists to serve the citizen. In a 1979 column on conscription, the recently deceased President Ronald Reagan wrote,
“[The draft] rests on the assumption that your kids belong to the state. If we buy that assumption then it is for the state -- not for parents, the community, the religious institutions, or teachers -- to decide who shall have what values and who shall do what work, when, where, and how in our society. That assumption is [not] a new one. The Nazis thought it was a great idea.”
Paul Whitcomb said it more succinctly, that the logic of the draft is “that the right to govern is paramount over the right to live, that man is made for government, rather than that government is made for man.” (quoted in Charles L.C. Minor’s The Real Lincoln, Sprinkle Publications, Harrisonburg, Virginia.)
By its very nature, potentially robbing the citizen of his liberty and life, a draft utterly contradicts the purpose of the constitution and of all free government. A draft unarguably presupposes that all citizens’ lives belong to the state, and the state may dispose of those lives as it state sees fit.
But since the “state are people,” what does this mean in the end? It means that some people - presidents and representatives and senators and think tank operators -- have the right to condemn other people to death, merely on their say-so.
In the constitution’s Fifth Amendment we read that “no person … shall be deprived of life, liberty or property, without due process of law.” But isn’t a draft “due process of law”?
NO! NO! It is impossible that congress could make any valid law that contradicts the constitution’s purpose. On its very face, to expose unwilling citizens to destruction of liberty, limb, and life, overthrows the constitution.
It is most curious that the very people hottest for a draft are generally those who most bitterly condemn slavery. Yet they exercise a selective blindness, although the Thirteenth Amendment provides that “Neither slavery nor involuntary servitude, except as punishment for crime whereof the party shall have been duly convicted, shall exist within the United States.” How very strange! In spite of their howling and moaning about the evils of slavery, nothing about the draft makes these same people gag.
FACTS
We’ve seen that nothing could insult the constitution and free government worse than peacetime draft. But wait -- the draft was discontinued in 1973. Carter revived registration only in 1980. How close is the US government to instituting a draft today? Am I just incurably suspicious, or are there grounds for suspicion?
CIRCUMSTANCES FORCE IT:
OVERSTRETCHED
Attempting to police the entire globe, United States military power has been stretched very thin, with troops scattered all over. 120,000 troops can never “pacify” Iraq. Iraq covers about 168,000 square miles, with 29 million people, the majority of whom oppose the American occupation. That’s an average of 173 people per square mile, but only 0.7 US military personnel per square mile, fewer than one-third of whom are trigger-pullers. Over 3,000 have been wounded, 800 killed, and around 7,000 have been evacuated for “non-combat” reasons in one year. About half the US military’s total ground combat strength is now tied up in Iraq.
In addition, the US is overstretched throughout the world: 4,000 troops in former Yugoslavia, 37,000 in Korea, 71,000 in Europe, not to mention troops in Liberia, Ghana, Uganda, Nigeria, Senegal, Malawi, Ethiopia, Mali, Columbia, Georgia, Azerbaijan, Ukraine, and Kazakhstan. Of 480,000 people in the US army, over 300,000 are now deployed overseas.
Another 40,000 troops are in Afghanistan, Kuwait, and Qatar, and the US intends to keep about 140,000 troops in Iraq through 2005. When the US fought the first Persian Gulf War in 1991, it had 10 ready-to-deploy army divisions at home in reserve. Today there is one single division remaining in the US that could be deployed to Iraq.
UNDERMANNED
Military manpower is already failing. On June 2, 2004 Army officials announced that thousands of active-duty and reserve soldiers who are nearing the end of their volunteer service commitments could be forced to serve an entire tour overseas if their units are deployed to Iraq or Afghanistan. Congress authorised this so-called “stop-loss” policy after the Vietnam War, and it was first used preparing for the Persian Gulf War in 1990. Officials have extended the tours of 20,000 troops. Thousands of active-duty and reserve soldiers who are nearing the end of their volunteer service commitments could be forced to serve an entire tour overseas is their units are deployed to Iraq or Afghanistan. If this is not a draft, then what is it?
It gets worse. The Rocky Mountain News reported on June 14, 2004 that Army re-enlistments are dropping suddenly and dramatically where combat units have recently returned from Iraq. Some observers believe this lower re-enlistment rate could show growing discontent. “It sounds to me like the Army is voting with its feet, “said John Pike, director of GlobalSecurity.org, an Alexandria, VA think tank.
OVERREACHING
More than that, the present aggressive foreign policy of the United States intends to enforce its will on the world or kill them in the process. That guarantees that eventually the US must reintroduce the draft. Not only has US Foreign Policy dug for itself a deep hole of resentment and revenge, it still cannot be satisfied to stay and home and mind its own business. Rather, Washington and its neo-conservative think tanks plan to remake the world after their own image. Unavoidably, this means war -- war for generations, all over the globe. No speculation is necessary here, because the administration is already bogged down in an Iraqi war that all by itself could last for decades.
WARMING UP THE MACHINERY
There are plenty more facts that point to a draft coming soon:
$28 million was added to the 2004 Selective Service System budget to prepare for a draft starting as early as June 15, 2005. Selective Service, dormant for decades, must report to Bush on March 31, 2005 that the system is ready for activation. http://www.sss.gov/perf_fy2004.html
The Pentagon has been quietly campaigning to fill all 10,350 draft board positions and 11,070 appeals board slots. Currently, 13.5 million men aged 18 to 25 are registered with Selective Service.
Legislation been introduced into both the Senate and House of Representatives (S. 89, http://www.congress.gov/cgi-bin/query/z?c108:S.89:, and HR 163, http://www.congress.gov/cgi-bin/query/z?c108:HR.163:) entitled “The Universal National Service Act of 2003,” “to provide for the common defence by requiring that all young persons [age 18 - 26] in the United States, including women, perform a period of military service or a period of civilian service in furtherance of the national defence and homeland security, and for other purposes.” Senator Hollings introduced the Senate version, and Representatives Rangel, McDermott, Conyers, Lewis of Georgia, Stark, and Abercrombie introduced it in the House. Presently these bills are sitting in the committee on armed services.
The proposed draft bill would roll back further the social progress Christianity has secured for women over the last 2000 years. For 20 centuries Christianity laboured to improve the lot of women, who were little better than slaves and chattel. From there Christianity exalted them to respect and protection. When the US government introduced women into combat units, it began to destroy those social protections around women. Is it any surprise that now women will get to enjoy all the freedom of being drafted? Now that is progress -- or is it regress?
Already in place at Selective Service is “The Health Care Personnel Delivery System”, a standby plan to draft health care personnel. If implemented, it would allow Selective service to draft doctors, nurses, medical technicians, and others with health care skills for military or civilian service. It would register all male and female health care workers between the ages of 20 and 45.
In May 2004 reports surfaced that Selective Service Chief Lewis Brodsky had presented several proposals to senior pentagon officials in February 2003, just before the US invaded Iraq. Brodsky wants to extend the draft registration age from 25 years old to 34 and register women. He acknowledged that they would have to “market the concept of a female draft to Congress.” Commissar Brodsky wrote, “In line with today’s needs, the Selective Service System’s structure, programs, and activities should be re-engineered toward maintaining a national inventory of American men and, for the first time, women, ages 18 through 34, with an added focus on identifying individuals with critical skills.” People with special skills needed in the armed forces would be required to “regularly update the agency on their skills until they reach age 35.”
I don’t know about you, but I find something deeply insulting and dehumanising about being included in a “national inventory of American men and women.” The draft reduces us, quite literally, to nothing more than “human resources.”
Of course, Selective Service covered its tracks by claiming that “these ideas were only being floated for Department of Defense consideration” and “food for thought.” Personally, I don’t [want] anybody to feed the bureaucrats. I prefer their minds be starved to death, before they think up some new way to oppress us.
DRAFT DODGING WILL BE HARDER
Canada will not be an option. In Dec. 2001 Canada and the US signed a “smart border declaration” which could keep would-be draft dodgers in. Signed by the Canadian foreign affairs minister and US Homeland Security director, Tom Ridge, the declaration’s 30 point plan implements a “pre-clearance agreement” of people entering and departing each country.
Education won’t bring much of a deferment. High school students can continue until 20, and then can be drafted. College underclassmen would only be deferred to the end of their current semester. Seniors could finish their year.
CONCLUSION
Preparations the government has made so far points to the draft being implemented in Spring, 2005. If George Bush wins the election, he would be a lame duck president, and therefore immune to the political backlash a draft would cause.
It appears that no matter how unconstitutional, how deadly to liberty and life, the federal government is about to impose a draft on us.
What can you do? Well, you can get your children passports and send them to New Zealand, or you can roll up your sleeves and make a political fight to head off the draft.
They want us to fight, and I think we ought to oblige them -- let’s fight."
