Flood waters from Kazakhstan reach Russian city - Evacuation announced
Authorities in Russia’s Kurgan region have announced mass evacuations as Russia’s Kurgan and Tyumen regions and swaths of northern Kazakhstan are flooded. As a result of flooding and rising water levels, the Tobol River has swelled with meltwater and burst its banks, rising to 6.31 metres in the main city. Governor of Kurgan region, Vadim Shumkov said there was almost a “sea” of water approaching the area and fresh rainfall was making the situation worse. "The city of Kurgan itself will be next. The flow of the Tobol is accelerating. The water level in it is constantly rising," Shumkov said.
In addition to Tobol River’s own waters and its tributaries, over 1.3 billion cubic meters of water comes from Kazakhstan, which, according to the Federal Water Resources Agency, is twice the volume of the 1994 floods. "The volume of water is immense. Everything we see in Kurgan is still only a small part of the volume approaching the city," the governor said. He added that the water level in the village of Zverinogolovskoye is decreasing very slowly, which indicates the movement of a large volume of water mass along the Tobol. Shumkov urged everyone who falls into the flood zone to evacuate immediately.

Heavy floods sweep across UAE as death toll in Oman reaches 18
Heavy rains in the Gulf region have lashed the United Arabic Emirates, sweeping across major highways, leaving vehicles abandoned on roadways across the capital Dubai. The floods followed heavy rains that began overnight and disrupted flights at Dubai international airport, the world’s busiest for international travel. The schools across the gulf country were shut before the storm and the government employees were working remotely. According to estimates, over 30mm of rain fell over the morning in Dubai, with as much as 128mm of rain expected throughout the day. Tanker trucks have been sent out into the streets and highways to pump away the water. Meanwhile, the death toll in flooding in neighbouring Oman has reached 18, according to official statement on Tuesday. The death toll includes nine school children and the driver whose car was washed away by the floods. Two people went missing in the flooding as the country prepared for the storm. Rain also fell in Bahrain, Qatar and Saudi Arabia.

Ukraine's military destroys Russian radar system controlling skies 700 km inside Ukraine
Ukrainian military destroyed a long-range radar system in the Russian Bryansk region that controlled the sky up to 700 km deep into Ukraine, sources say to RBC-Ukraine.
The Ukrainian defense forces destroyed the upgraded Nebo-U complex, which helped Russians detect Ukrainian weapons and supported bombers attacking Ukrainian border positions.
The cost of the radar system is $100 million. According to sources, the complex was hit by seven kamikaze drones of aircraft type.
At the same time, sources confirmed that the Nebo-U complex is no longer operational and likely turned into a sieve.
The destruction of this radar system reduces the Russian army's ability to detect aerial targets along the northern border of Ukraine. Radar blindness will help Ukrainian troops conduct reconnaissance, launch drones, and use army aviation more effectively in this area.
Sources stated that this is the second Nebo-Uv complex destroyed by the 13th Directorate of Military Counterintelligence of the Security Service of Ukraine. The first one was destroyed in the Belgorod region of the Russian Federation. Also, recently, the Kasta-2E2 radar complex near the temporarily occupied Ukrainian city of Berdyansk was destroyed.
The claims would mean that Russians have fewer capabilities to detect airborne targets along the northern border of Ukraine.
“Thanks to the destruction of this radar, the enemy has fewer opportunities to detect air targets along Ukraine's northern border,” the source told the outlet. “Russians' radar blindness will help our troops to conduct reconnaissance, launch drones and use army aviation in this area more efficiently.”
The Nebo-M is a 3D radar system that features a programmable multi-band design. The radar complex is made up of a central data fusion, a command post module and three radars. Nebo-M RLM-ME is a 3-D acquisition radar.

Iran's attack on Israel could affect Russia's war In Ukraine
Iran's attack on Israel on Saturday is bad not only for the Middle East but also for Russia's war in Ukraine, Business Insider writes referring to the opinion of Michelle Grise, a senior policy researcher at RAND, an American think tank.
“Although it has been argued that Moscow benefits from chaos in the Middle East — diverting Western attention and resources from Ukraine — it stands to lose a great deal if the Israel-Hamas conflict escalates into a wider war,” Grise wrote.
Thus, she notes that Iran is now a critical military supplier to Russia. An Iranian “ghost fleet” has also been carrying Russian oil around the world since the war in Ukraine started, keeping Moscow's oil revenue flowing. But should Iran become embroiled in a wider conflict, it wouldn't be able to provide the same level of support to Russia.
“A broader regional conflict, particularly if it involves direct conflict between Israel and Iran, would limit Iran's ability to continue serving as a military supplier to Russia,” wrote Grisé.
Furthermore, “Tehran may demand more support when Russia has limited capacity to provide it,” she added.
Moreover, a broader Middle East conflict could boost China's clout in the region at Moscow's expense.
According to the expert, even though Russia is preoccupied with the war in Ukraine, President Vladimir Putin has still managed to position himself as a potential power broker in the Middle East amid the Israel-Hamas war.
But Putin's plan could fall apart should the war spill over regionally, since Beijing is also jostling to play peacemaker.
“Russia would be especially sensitive to Chinese attempts to encroach on its influence in the Middle East,” Grise wrote in her commentary.
Since Russia's heavily sanctioned economy is already reliant on China, it would be even more exposed to Beijing's whims should Moscow not be able to hang onto any shred of global influence it still has, the analyst believes.

The President of Ukraine said that he is ready for negotiations with Russia
Ukraine is ready for negotiations with Russia. President of Ukraine Volodymyr Zelensky said this in an interview with the US TV channel "PBS NewsHour".
He said that official Kiev is really ready for negotiations with those who want peace: "But Russia does not want peace. So we understand that Putin is not ready for any negotiations. He doesn't want. He's not interested. For him, this is not victory. He needs victory. And, for him, victory is to destroy Ukraine. Moscow does not intend to negotiate for the end of the war."
According to Zelensky, the Peace Summit will be held in Switzerland in mid-June this year: "A plan to end the war will be prepared. This summit will be held without Russia. Because Russia can hinder the plans."
Zelensky also said that children in Ukraine understand everything: "They, including my children, believe in victory more than some of our partners. Our children know the answers to all questions. They understand that the end of the war depends on some factors. But they are sure that we will win. Our children do not doubt it."
The country's leader noted that his children are worried about his fate: "I think they are afraid of whether I will survive the war."
Zelensky said that Ukraine will not be able to win without the support of the United States: "Frankly, without the help of the Congress, we will not have a chance to win. This is very difficult for us. Because Russia is superior in terms of personnel and equipment."
He also stressed that Russia is attacking the territory of Ukraine from the occupied Crimea.

Israel will soon respond to Iran's attack, the danger of a large-scale war is increasing
Israel may soon take actions in response to Iran's strike on Israeli military objects, The Wall Street Journal reports citing sources.
İt is noted that the drone-and-missile attack launched by Iran on Saturday is the first time Iran has directly attacked Israel from Iranian territory. Israel has conducted hundreds of airstrikes against Iranian targets and its militia allies throughout the Middle East, a campaign that Israel rarely acknowledges but has long been an open secret.
The airstrike in Syria that prompted the Iranian attack on Israel, however, hit what Iran said was a diplomatic building and akin to striking Iranian territory. That attack is seen as potentially rewriting the rules of engagement in Iran and Israel’s long-running shadow war.
The newspaper does not specify the exact date of response to the attack, while its sources say the United States won't join any such offensive by Israel. Washington insists that Israel should not take any action which could lead to further escalation.
The New York Times said that officials made no statements after the session of the military cabinet of ministers of Israel on April 14. However, an official familiar with the course of discussions confirmed that Israel will undoubtedly respond to Iran's attack. The New York Times reported earlier citing sources that Israel's response will be coordinated with allies though not specifying which allies are meant. Israel reacted angrily to the unprecedented strikes, while praising its military’s response.
Defense Minister Yoav Gallant said the attack had been “thwarted this attack in a way that is unparalleled” but added “we must be prepared for every scenario.”
Israel and Iran are long-standing rivals and have been engaged in a shadow war for years.
Israel’s war on Hamas, waged since the militant group attacked Israel on October 7, has heightened those tensions.
Iranian-backed forces in Iraq and Syria have launched attacks aimed at US military positions in those countries and Iran’s leadership has warned that attacks by its allies won’t stop until Israel’s war in Gaza ends.
But fears of a spiralling regional war spiked further in early April, when Iran accused Israel of bombing its diplomatic complex in Syria.

Drones crowding Ukrainian skies turn gray areas into "death zones"
As the skies above the war zone in Ukraine are patrolled by countless drones hunting for any sign of movement, Ukrainian and Russian forces have little to no way to move across the battlefield without being spotted and killed. The Washington Post reported this.
The Ukrainian military noted that the growing number of small drones in Ukraine has turned the area on both sides of the line of contact, commonly referred to as the grey zone, into a "death zone". This means that those who dare to move day or night under the watchful eye of adversary drones are immediately killed.
Journalists reported that the cheap drones deployed in Ukraine have transformed modern warfare, and initially gave Ukrainian forces an advantage on the battlefield.
However, the Russians swiftly caught on and commenced large-scale production of their own drones.
Experts term the current stage of the war the "blitzkrieg drone warfare", and admit that it is a stalemate, as if any person is out in the open, they are immediately hunted.
"But the saturation of drones, many with thermal cameras that work at night, has also shrunk the space where troops can move safely without being spotted — leading to high casualties and, in recent months, largely preventing either side from making major breakthroughs", the Washington Post said.
Cheap drones deployed in Ukraine have transformed modern warfare — and initially gave Ukrainian troops an advantage on a battlefield where they are perpetually outnumbered and outgunned. “This is the evolution of our survival,” Oleksandr Nastenko, commander of Code 9.2, a drone unit in Ukraine’s 92nd brigade said. But the Russians quickly caught on and began mass producing their own drones. What followed was an overabundance of disposable, deadly drones and electronic warfare devices known as jammers that disrupt their flights. Most common are first-person-view, or FPV drones, typically controlled by a pilot wearing a headset and holding a remote controller.
The technological advances probably have saved lives because drone pilots can work slightly farther from the zero — or contact — line than traditional infantry. But the saturation of drones, many with thermal cameras that work at night, has also shrunk the space where troops can move safely without being spotted — leading to high casualties and, in recent months, largely preventing either side from making major breakthroughs.

Russia shoots down its own planes: Total losses are revealed
Russian forces accidentally shot down their own Su-27 fighter jet over occupied Crimea due to "heightened combat readiness," Ukraine's Navy spokesperson Dmytro Pletenchuk said last month.
Russian occupation authorities in Sevastopol reported on March 28 that a Russian warplane "crashed" off the Crimean coast without naming the cause of the incident. The pilot ejected safely and was picked up by rescue services, according to the Russian-installed head of Sevastopol, Mikhail Razvozhayev.
Several Telegram channels claimed that the aircraft was downed by Russian air defenses after it took off from the Belbek airbase in Crimea.
"We can confirm that the aircraft belonged to Russia and that it was destroyed by their own forces," Pletenchuk said.
"Russian forces were on alert and in heightened combat readiness. Then the human factor came into play," the spokesperson said.
Pletenchuk commented that "somebody really wanted to get a medal for shooting down a plane" and "didn't bother to figure out" whose aircraft it was. The spokesperson said that the pilot survived, confirming the claims of Russian authorities.
Russia's Air Force suffered particularly heavy losses in late February and March, losing more than a dozen warplanes, including Su-34 fighter bombers, Su-35 fighter jets, and a rare A-50 military spy plane.
Since the beginning of the full-scale invasion of Ukraine, Russia has shot down at least 13 units of its own aircraft, writes The Insider. Aircrafts of Russia, hit by Russian military are followings: 4 Su-35 multirole fighters; 3 Su-34 fighter-bombers; 2 AWACS A-50U aircraft; multirole fighter Su-27; Mi-8 landing transport helicopter; multi-purpose helicopter Mi-24.
It is also indicated that another Il-22M11 air command post was successfully landed after the defeat, but the aircraft now requires long-term repairs.

[13:06, 12/04/2024] Aisha: 8. Mysterious Ukrainian drones destroy Russian air defence, new weapon was called "Ukrainian Lancets"
Ukraine has long-range drones destroying Russian mobile air defence systems. Forbes reported.
İt is noted that the new weapons were called "Ukrainian Lancets", since they are similar to Russian UAVs. The increased range of the drones allows for many new targets to be hit, and the Ukrainians take advantage by attacking expensive equipment before the Russians can move it to a safe place.
The new drone was first mentioned in a Telegram post on the official channel of the Khortytsia operational-strategic group fighting in Ukraine’s Eastern front.
"As a result of aerial reconnaissance in the area of the settlement of Zorya, the enemy's 2S6 Tunguska air defence system was detected. A RAM X loitering munition was launched at the detected target. As a result of fire damage, the detected target was critically damaged," the article reads.
Several more strikes from the same type of munitions appear in a new compilation video from the Ukrainian Army showing the destruction of various air defence systems: Two Buk launcher vehicles, a Buk radar vehicle, two Tor systems, a Strela-10, and a different Tunguska the like. These expensive assets will be difficult or impossible to replace in wartime.
Another video from April 10th shows a successful strike on a Russian mobile Borisoglebsk-2 electronic warfare system which clearly failed to either jam the attack drone or the scout drone filming the strike.
There are some interesting points here, the authors of the article note. One is that the Tunguska, a tracked air defence system with twin 30mm cannon, four surface-to-air missiles and its own integrated radar which is supposed to shoot down drones, was tracked and destroyed by Ukrainian drones.
Another point is the name of the drone. RAM X implies an upgraded version of the RAM II loitering munition made by Ukrainian company CDET. The company produces the extremely successful Leleka-100 reconnaissance drone, which has a wingspan of 3 meters and endurance of more than two hours, making it a valuable asset.
In addition, the video of the defeats of Russian weapons practically does not show the drone itself, which attacks it. Unlike the Lancet, which is easily identifiable in attack videos from its distinctive white silhouette with double-X wings , the RAM X is much harder to spot.

Russian military personnel deserting en masse in Kherson region
Russian military personnel are arriving in the temporarily occupied districts of the Kherson region, where they are reportedly deserting in large numbers, according to the partisan movement ATESH.
It is noted that Russian occupiers are refusing to carry out combat missions and are deserting their temporary deployment areas. Interestingly, some of those who officially went on leave as deserters were later found in the occupied territory of the Kherson region.
Meanwhile, movement agents also report the arrival of a large number of personnel from the occupation army in Novooleksiivka.
"These military personnel are accommodated in vacant abandoned houses. Most of them have multiple tattoos on their bodies. The local population believes that these are people who were previously in places of detention," the message reads.
Desertion and refusal to participate in the war is increasingly a problem for the Russian military. Desertion is as hard as it ever was and it all depends on where the soldier is. To leave the front he must either be granted furlough or be sent to a hospital, from where he’ll leave for another country, legally or illegally. Running from the front line is very dangerous. People are fully aware that there are criminal consequences but that doesn’t stop them. Some pretend they are one of the dead or injured; some shoot themselves in the foot to get out to a hospital and then escape from there.
Agents of ATESH also report that units of the Russian National Guard have been instructed to capture Ukrainian partisans who provide information about the whereabouts of Russian occupation troops. Additionally, there are reports of the disappearance of Russian military personnel in the settlement.
Partisans have discovered a radar station of the Russian occupiers in the temporarily occupied Crimea. It is installed in the area of the Balaklava Thermal Power Plant.
Russian military personnel are also moving self-propelled artillery units towards Dzhankoy in the temporarily occupied Crimea.
In addition, partisans have observed the movement of a large number of Russians to the temporarily occupied Dzhankoy in Crimea.
