The practice of voter vouching used to be limited to Minnesota and one other state (and Canada, where they only allow a single registered voter to vouch for one unidentified voter). but vouching has been spreading to other states like a virus.
This video explains what it is and shows why it's a terrible idea that tears a giant hole in the integrity of any election system.

This updated video was originally produced to support HF210/SF590, the Voter ID bill from Minnesota's 2011 legislative session. That bill was authored by Rep. Mary Kiffmeyer (R-Big Lake, MN), who was formerly the Minnesota Secretary of State. Senator Warren Limmer carried the companion bill and passed in both chambers, but vetoed by Democrat governor, Mark Dayton.
