From Tuesday, owners of the most polluting vehicles will have to pay a charge to drive in the city.
Protesters are frustrated that the scheme has doubled in size to include the whole of London.
But the mayor says the changes are vital.
London's pollution levels far exceed the recommended limits set by the World Health Organization, and the issue is becoming increasingly political.

Wagner chief Yevgeny Prigozhin buried at St Petersburg cemetery
Yevgeny Prigozhin, the Wagner Group chief who died in a plane crash last week, has been buried at a cemetery on the outskirts of St Petersburg.
The funeral took place on Tuesday, away from the glare of the media and in stark contrast to the brazen, self-publicising style with which Prigozhin had fanned his reputation far beyond Russia for ruthlessness and ambition.
Pictures published on social media showed Prigozhin’s dark granite tombstone surrounded by a sea of flowers, mostly red roses, in the cemetery on the northeast edge of his hometown.
Secrecy had surrounded the funeral arrangements for the Wagner mercenary boss who was killed in a plane crash on August 23, two months to the day after he staged a mutiny in the biggest challenge to President Vladimir Putin’s rule since he rose to power in 1999.

Despite bail order, Imran Khan remains in jail over ‘cypher case’
Former Prime Minister Imran Khan received some rare good news on the legal front when the Islamabad High Court suspended his three-year prison sentence in a corruption case and ordered his release on bail.
But his joy was short-lived on Tuesday as a special court in Islamabad ordered him to remain in custody in a connection with the “cypher case” and instructed authorities to present him before the court on Wednesday.
The cypher case is related to a diplomatic document that allegedly went missing when it was in the former leader’s possession.
