On the way to Vault 15 you will find the village of Shady Sands run by Aradesh. Unequip your weapons and you can do the following -Talk to Kat to gain 250 exp -Trade Seth for his rope (later use him to get to the Radscorpion Caves) -Meet Tandi and Aradesh and agree to help with the Radscorpions -Recruit Ian as a companion for some exp with speech or caps -Find a rope and magazine in the zone to the east, also trade the merchant -Bring Razlo a Radscorpion tail to create an antivenom 250 exp

Before going to far out into the wasteland head back after three days in game and you can get some supplies and settle a rebellion.
