China's War On Pollution | Toxic Cities In China | 2022
The decade from 2010 to 2019 marked a significant turning point in China’s approach to environmental regulation and pollution. This review article examines recent trends in air and water quality, with a focus on the five years following the Chinese government’s announcement of its “war on pollution” in 2014. It also summarizes the emerging literature that has taken advantage of recent improvements in data availability and accuracy to understand the social, economic, and health impacts of environmental pollution in China.
Premier Li Keqiang responded in 2014 by declaring a “war on pollution”—marking a shift away from China’s long-standing strategy of prioritizing economic growth over environmental concerns. The central government undertook unprecedented regulatory changes on multiple fronts, including recognizing fine particulate matter (PM2.5) as a primary pollutant and establishing a national standard to limit the pollutant; setting pollution reduction as one of the key bureaucratic targets in evaluating and promoting government officials; launching a nationwide, real-time air quality monitoring and disclosure program; and more.

Shenzhen, a miracle that began in 1980
Forty years after its establishment as China's first special economic zone, Shenzhen has emerged as a symbol of the country's reform and opening-up. It has transformed from a fishing village to a sprawling industrial and financial megacity.
Widely dubbed as a "miracle," this coastal city next to Hong Kong not only boasts strong manufacturing capacity and leading innovation, it represents China's efforts in the past several decades to pursue development from scratch.
Before China started opening up its doors to foreign investment and transferring its planned economy toward a market economy starting 1978, Shenzhen was a small village with only 330,000 residents.
Guangdong Province is one of China's richest regions now, but back in 1978, with agriculture as main industry, Guangdong's GDP per capita was only 370 yuan (53.6 U.S. dollars at today's exchange rate), lower than the country's average 156 U.S. dollars in that year, according to data from the Shenzhen government and the World Bank. In the same year, the GDP per capita in Hong Kong was 3,924 U.S. dollars.
The early years of growth were not easy after the People's Republic of China was founded in 1949 from the ruins of the World War II and a civil war with Kuomintang. It stumbled through famine and an unsuccessful "Great Leap Forward," and then a decade of devastating Cultural Revolution (1966-76).
The country was mainly a planned economy similar to that of the Soviet Union. There was little business contact with the West. And the average living standard was far behind the developed world in the 1970s.
With the huge economic gap, many local inhabitants flooded to Hong Kong as illegal immigrants, to pursue better income. Official records show that about 150,000 Guangdong Province inhabitants left their hometown to Hong Kong before the reform and opening-up.
The city of “miracle”.
Fong’s story of rags to wealth, now threatened by a wider slowdown exacerbated by the coronavirus, reflects the history of his host city.
Established in 1979 during China’s first wave of economic reforms that allowed private enterprise to play a role in a state-controlled system, Shenzhen has evolved from a collection of agricultural villages into a major global port home to some of China’s leading technologies. , finance, real estate and manufacturing companies.
Over the past four decades, the city has seen economic growth of at least 20% per year. In October, the forecasting company, Oxford Economics, predicted that Shenzhen would become the fastest growing city in the world between 2020 and 2022.
But she has since lost that San Jose crown to Silicon Valley in California. Shenzhen recorded overall economic growth of just 2% in the first quarter of this year, the lowest figure for the city, except for the first quarter of 2020, when coronavirus infections brought the country to a standstill.
Shenzhen remains the largest exporter of goods in China, but its overseas shipments fell nearly 14% in March, preventing a COVID blockade that caused bottlenecks in its port.

The extreme heat and drought that has been roasting a vast swath of southern China for at least 70 straight days has no parallel in modern record-keeping in China, or elsewhere around the world for that matter.
Why it matters: Based on recent studies, the question facing climate scientists is how much climate change contributed to this disaster.
The big picture: More than 260 weather stations saw their highest-ever temperatures during the long-running heat wave, according to state media reports.
A severe drought has dented energy supplies and disrupted access to water for hundreds of thousands. Cities order rolling blackouts; farmers rush to save crops.
Faced with China’s most searing heat wave in six decades, factories in the country’s southwest are being forced to close. A severe drought has shrunk rivers, disrupting the region’s supply of water and hydropower and prompting officials to limit electricity to businesses and homes. In two cities, office buildings were ordered to shut off the air-conditioning to spare an overextended electrical grid, while elsewhere in southern China local governments urged residents and businesses to conserve energy.
The rolling blackouts and factory shutdowns, which affected Toyota and Foxconn, a supplier for Apple, point to the ways that extreme weather is adding to China’s economic woes. The economy has been headed toward its slowest pace of growth in years, dragged down by the country’s stringent Covid policy of lockdowns, quarantines and travel restrictions, as consumers tightened spending and factories produced less. Youth unemployment has reached a record high, while trouble in the real estate sector has set off an unusual surge of public discontent.

What To Know About China’s Smart Cities and How They Use AI, 5G, and IoT
China is massively invested in the digital transformation of its cities. With the nation's top-down approach towards urban development, it has been able to efficiently rally its industries and resources to support its national goal of developing smart cities. By use of public-private partnerships and the promotion of targeted technological innovation, China has developed smart city infrastructure that has already been applied to many of its major metropolises and their industries.
Imagine a city where artificial intelligence monitors and directs traffic, buses and taxis drive themselves, and everyone is capable of engaging with the city’s government and infrastructure through smartphones as opposed to relying on inefficient bureaucracy. If these concepts were introduced 20 years ago, it may have been something out of a science fiction novel. However, these capabilities have either been in development or actively deployed throughout China since the nation began its push for smart cities and smart city infrastructure in 2011.
Innovations in blockchain technology, artificial intelligence and machine learning, 5G, and new energy vehicles over the past decade have inherently transformed many parts of China into smart cities already. These have been largely possible through China’s state-led initiatives in technological innovation as well as public-private enterprise involvement. Shanghai, Hangzhou, Shenzhen, and Beijing are among the earliest cities to have begun the transformation process, and their progress now provides a blueprint for smart city infrastructure for many of China’s lower-tiered cities.
Unlike Western-style smart cities which often have a bottom-up approach in development and implementation, Chinese smart cities are intended to be largely top-down, with the central government playing a vital role in the development and implementation of their smart cities. China’s domestic tech giants are also key players in the push to modernize city infrastructures, and companies such as Alibaba, Tencent, Didi Chuxing, Baidu, and Huawei have already begun implementing their technologies to progress towards China’s national goals of developing smart

China's Military POWER Explained | Just how strong is the Chinese military?
China is investing in advanced weaponry and equipment, and overhauling its military command structure to modernise its armed forces.
Under President Xi Jinping, China has become more diplomatically assertive and shown an increased willingness to back up its claims over disputed territory with demonstrations of its military prowess. Neighbouring countries, and the United States have been watching closely.
“The increasingly loud voices sounding alarm of a potential China-US conflict in the South China Sea mostly came from the fact that the US is now seeing China on equal footing because of the latter’s growing army,” said Yin Dongyu, a Beijing-based analyst on the Chinese military. “And that’s quite a good indication of China’s growing military strength already.”
In recent months, the navies of the US and its diplomatic allies have sailed regularly through Asia Pacific waters – including the South China Sea and Taiwan Strait – to assert navigational rights in international waters.
In October, the US announced AUKUS — a new security alliance with the UK and Australia — that will lead to Australia acquiring nuclear-powered submarines from the United States.
Rapid naval expansion
The PLA’s ground force has traditionally been China’s foundation for asserting power in the region. It took the lead recently with India at the two countries’ Himalayan border, for instance.
In 2021, the Department of Defense published a report to Congress titled "Military and Security Developments Involving the People's Republic of China", which analyses the relative strength of the Chinese and Taiwanese militaries in depth.
Based on 2020 data, it concluded China has 1,040,000 troops, versus just 88,000 for Taiwan.
Beijing also holds a massive naval advantage, with Taipei having no equivalent to its two aircraft carriers. The Chinese can deploy 32 destroyers and 48 frigates, as against four and 22 respectively for Taiwan. In submarine warfare, Beijing is utterly dominant, with nine nuclear attack and six ballistic missile submarines. Taiwan doesn't have any of either, and only has two diesel attack submarines versus 56 for China. The comparison in the air is also starkly lopsided, with Beijing fielding 1,600 fighter aircraft versus 400 for Taiwan.

The administrative divisions of China designate the cities into three levels. Provincial-level cities include municipalities and the country’s Special Administrative Regions, county-level cities and prefectural-level cities. China has a total of 662 cities that fall into these three categories, with Shanghai boasting the largest population with over 22 million residents as of 2016. The country has a total of 34 provinces that house its cities.
In total, China has over 160 cities that have a population of over 1 million people. China also has metropolitan areas that encapsulate densely populated urban areas with suburban areas and rural areas that are more sparsely populated. According to 2010 data, about 674 million people reside in one of China’s many rural areas.
Cities in China are broken down into tiers, particularly when they are being discussed in the media. These tiers are designated using set criteria, including population size, infrastructure and economic outlook. Tier I cities include the centrally-administrated municipalities of Shangahi, Tianjin, Chongqing and Beijing, each of which have a population exceeding 10 million. Tier II cities include the larger cities of China including but not limited to Guiyang, Nanjing and Qingdao. Tier III cities are not as developed as Tier II cities but many that fall into this category are considered to be economically significant. Tier IV and Tier V cities round out the majority of the country’s urban population.

Since China began to open up and reform its economy in 1978, GDP growth has averaged almost 10 percent a year, and more than 800 million people have been lifted out of poverty. There have also been significant improvements in access to health, education, and other services over the same period.
China is now an upper-middle-income country. It will be important going forward that poverty alleviation efforts increasingly shift to address the vulnerabilities faced by the large number of people still considered poor by the standards of middle-income countries, including those living in urban areas.
China’s high growth based on resource-intensive manufacturing, exports, and low-paid labor has largely reached its limits and has led to economic, social, and environmental imbalances. Reducing these imbalances requires shifts in the structure of the economy from manufacturing to high value services, and from investment to consumption.
Over the past few years, growth has moderated in the face of structural constraints, including declining labor force growth, diminishing returns to investment, and slowing productivity. The challenge going forward is to find new drivers of growth while addressing the social and environmental legacies of China’s previous development path.
China is a growing influence on other developing economies through trade, investment, and ideas. Many of the complex development challenges that China faces are relevant to other countries, including transitioning to a new growth model, rapid aging, building a cost-effective health system, and promoting a lower carbon energy path.
Following real GDP growth of 8.1 percent in 2021, growth is projected to slow to 5.0 percent in 2022. The forecast reflects rising headwinds: Domestic demand has slowed, and the global economic environment has worsened significantly with the war in Ukraine. In addition, COVID incursions have become more frequent and widespread. China is currently experiencing the largest COVID wave since the end of the national lockdown in March 2020.
In the face of these shocks, the authorities have announced a significant loosening of policy. The 2022 budget leaves room for a fiscal boost of up to 2.7 percent of GDP. Risks are firmly on the downside and include a stronger than expected global slowdown, a longer lasting commodity price shock, and more severe financial stress among property developers. China also remains at risk of re-escalating COVID outbreaks, which could lead to significant economic disruption. In a downside scenario, economic growth could slow to 4.0 percent in 2022.
An important element of such a shift is a reduction in the inequality of economic opportunities. The government has highlighted achieving common prosperity as a key economic objective but has not yet defined specific policies to reach this goal. More progressive taxation and a strengthened social protection system could protect the most vulnerable, reduce inequality and help boost private consumption as a driver of growth.

From a piano-shaped building to a Star Trek Enterprise replica, it's no secret China has become creative with its architecture. Here are 10 of the weirdest buildings you'll find scattered across the country. The Chinese government released a new set of urban planning guidelines for city planners on February 21, 2016, and one of its aims seems to be to quash the creativity of architects. These guidelines include an unexpected mandate: a ban on oddly shaped buildings.
China has long been home to some of the wildest buildings out there, including such creations as the “big pants” building (Beijing’s CCTV Headquarters), the Oriental Pearl Tower (a TV tower in Shanghai) and the USS Enterprise (headquarters for game developer NetDragon Websoft). Although these buildings may not be renovated or destroyed, architects will no longer be permitted to design unconventional structures.“These buildings do not have much value in terms of use and cost a lot to operate and maintain,” said Liu Shilin, head of the Institute of Urban Science at Shanghai Jiao Tong University. “Quite a few were torn down soon after completion. The [new] policy is heading in a good direction.”New structures will be required to meet standards for functionality and environmental awareness in order to assist with overpopulation and emission issues. The government will be inspecting structures to enforce these standards over the next five years.
Improving Urban Planning and Infrastructure
The new set of guidelines is the result of the Central Urban Work Conference, held in December 2015 to address the issue of exploding city sizes. In order to tackle this looming problem, however, it needs to do quite a bit more than limit architectural creativity.

Global revival in the personal luxury goods market has been powered by the dynamism of consumption in China and the US
Shopping online is serving as key channels for the luxury sector's recovery worldwide in the pandemic era.
But in China, luxury brands continue to strengthen their control over retail distribution channels by working together with leading shopping malls in first and second-tier cities as consumers prefer to shop nearby.
At the end of last year, Christina Wang, an executive at an online travel platform, decided to reward herself with a luxury bag and a wool and cashmere coat.
She bought the first one at SKP department store in Beijing, a leading high-end luxury shopping center, and the latter at the Hainan duty-free store.
China's share of the global market has almost doubled in two years to 21 percent last year, according to the consultancy firm Bain & Co. In 2021, the majority of offline retailers suffered from a decline of customer traffic due to the impact of COVID-19.
Luxury consumers in China also prefer a good bargain. The business performance of outlets has seen a rosier picture this year thanks to discount prices offered on international luxury brands.

Poverty-stricken villagers build cliff road for a better life
In a remote village in Southwest China's Chongqing Municipality, 23 households spent over a decade constructing a road on a cliff for a better connection to the outside world, and to improve their lives.
Located in Wuxi County, in Southwest China, the Lanying Cliff Road is an awesome path carved out of the mountains. It’s one of the famous Chinese tunnel roads.
Located on the southern slopes of the central Daba Mountains, the extremely narrow road is totally paved. It’s the only transportation route connecting Lanying village to the outside world. Previously, residents had to travel almost an entire day to exit the mountainous area. The road is steep, hitting a 22.9% through some of the sections.
In China's Lanying grand canyon, in the poverty-stricken Wuxi County, is a community called Zhou Jiaping. Villagers here needed to travel almost an entire day to get to the nearest road to sell and buy goods at the county's markets. That was until the villagers took it upon themselves to dig a way out.
JIANG DEXIN VILLAGER OF ZHOU JIAPING "You can see this place is surrounded by cliffs, and isolated. Many villagers moved to the nearby cities. In early 2002, we only had 23 households left and around 80 people. So we discussed together and made the decision that we must dig out a cliff road by ourselves."
As big equipment could not get in, they used basic tools to build the road. The 1.2 kilometers cliff road was divided into 23 sections, with each family responsible for one. It took them nearly four years to finish the rough foundation. In 2017, the local government managed to raise enough funds to reinforce the road, justifying it for its role in alleviating poverty.
XIANG QING'AN SECRETARY OF LANYING VILLAGE BRANCH "We planned to reinforce the road in 2016 and finished construction in 2017. The rich natural landscape here, though normal for us, has started to attract tourists. People here want to develop tourism, and we hope more tourists can come and bring us higher incomes."
With the support of the national poverty alleviation policy, old houses in the village have been rebuilt. And the village is covered by a 4G network and digital TV is also available. Some villagers who once moved out, are now moving back. Officials say, although there are still 8 households living below the poverty line, they are confident that the whole village can be out of poverty by the end of 2019.

There is a palpable and unparalleled flow of cash in Macau, as China provides millions of heavy-pocketed and gambling-addicted visitors resulting in bigger crowds and higher minimum-bets than Las Vegas — my ears were constantly harrowed by the gentle shuffling of paper money and the sharp click of poker chips being lost.
The two main strips — one in Cotai, on the island Taipa, which is connected to the other by bridge on the Macau peninsula — are lined with ostentatious, technicolor casinos, all of which are uniquely shaped and hued though when viewed together, constitute an ironically picturesque chaos.
The Studio City hotel has a figure-eight shaped Ferris wheel embedded into the skyscraper; there is a glittering Eiffel Tower outside the Parisian Hotel; there is a Venetian and Wynn and two MGM hotels and dozens others all with their own garish, meretricious tinsels and attractions.
The city breathes and bristles with a distinctly ambiguous cultural echo. Portuguese cathedrals, roads, and restaurants are all abundant and available in Macau, though they are primarily frequented by Chinese patrons. There are districts that feel entirely foreign from what I’ve come to know as Chinese streets.
The very same cobblestone I’ve seen in Europe is present here either as a convincing facsimile or of original Portuguese construction. There are pastel Portuguese buildings with aesthetic carved balconies and unintentional speckled motifs on account of their senescence, and right next door may stand a Chinese-style building with equal deterioration though marked with Chinese letters and characteristic hints of spirituality — a Buddha statue here, a bundle of candles and offerings there.
The Hong Kong–Zhuhai–Macau Bridge is a 55-kilometre mega-size sea crossing completed in 2018 designed to last for 120 at a cost of (US$18.8 billion)
This is the world’s longest sea bridge and it takes 45minutes to cross it for as little as 8usd. This bridge is connecting HK and macau with its own border control facility and making day trips easy and affordable.

Shanghai ranked first in the country by gross domestic product in 2021, followed by Beijing, Shenzhen, Guangzhou and Chongqing.
The GDP of top two cities exceeded 4 trillion yuan ($629.6 billion) for the first time, and Shenzhen also saw its GDP cross 3 trillion yuan.
In 2021, the GDP of the top 100 cities reached 79.8 trillion yuan, accounting for 69.8 percent of the country's total.
Ningde in Fujian province saw its ranking rise 12 spots, primarily driven by four pillar industries - lithium battery, new energy vehicle, stainless steel, and copper material.
Shaanxi province's Yulin jumped 11 spots in GDP ranking to the 46th spot. With the price of raw material surging in recent years, the energy-intensive city recorded rapid development.

Beijing, China (Urban Transport News): The State Council of China has announced plans to expand the country's high-speed bullet trainnetwork to 50,000km by 2025, up from 38,000km at the end of 2020, with the total network reaching 165,000km, an increase of 19,000km from 2020.

As of 2021, the country had more than 150,000 km (93,206 mi) of railways, the second longest network in the world. By the end of 2021, China had more than 40,000 kilometres (24,855 miles) of high-speed rail (HSR), the longest HSR network in the world.

Airport projects in China set to take off
Several cities across China are welcoming a new round of airport construction projects in the new year. The projects range from airport expansion to new airport construction, spanning from South to East China, as cities look beyond the pressure generated by the ongoing pandemic.
The fourth phase of the Shanghai Pudong International Airport expansion project formally began on Tuesday. After completion, the airport is forecast to be capabable of facilitating annual passenger throughput of 130 million passengers in 2030, and become a global benchmark for international aviation.
Also on Tuesday, Xiamen in East China's Fujian Province, launched its new airport construction project in Xiang'an. In total, eight projects started construction at the same time in Xiang'an, representing total investment of 62 billion yuan ($9.76 billion), covering aviation, infrastructure and socially-focused projects.
To sate that hunger, the government has embarked on an airport building program on a scale rarely witnessed before anywhere. Billions upon billions of dollars are being poured into runways and terminals that will plug the entire country directly into the global transport network.
China currently has around 235 airports, but with many lacking the capacity to sustain the coming increase in passenger numbers and flights, government officials estimate around 450 airports will be needed across the country by 2035.

A place vanished from the map, a legend buried deep in the mountains, a national secret with epic spirit and peaceful vision – this is the 816 underground nuclear base. The scenes, reminiscent of a sci-fi blockbuster, are not computer-generated special effects, but actual secret facilities in southwest China's Chongqing Municipality from the 1970s.
Welcome to the belly of China 816 Nuclear Military Plant, a decommissioned Cold War-era plutonium and weapons processing facility buried in the Chongqing mountains that contains one of the world's largest man-made caves. Only a third of 816 is currently open, with other areas of the mountain still highly restricted to tourists.
404 is the name of an abandoned city in the Gansu province of northeast China, situated within the sandy plains of the Gobi desert. The city was built in 1958; it occupied an area of 4 km2 and included a factory, police station, school, and a residential area. In the 1990s, it was China’s largest nuclear base, and there were almost 100,000 people who lived there. There is no official report on what happened to 404, but according to photographer Li Yang, a third generation citizen of the city, the lack of decent medical facilities, an education system, and other supporting structures, drove residents to relocate in 2005.

China plans expansion of high-speed railway equal to combined length of next 5 largest countries by network size by 2025. China will extend its high-speed rail network nearly 32 per cent by 2025, roughly equal to the combined length of the next five largest countries by network size, amid an emerging consensus that Beijing is again leaning on infrastructure investment to curb an economic slowdown.
The country also plans to widen use of its Beidou satellite navigation system at home and abroad, while tightening control of transport data, as technological self-reliance and national security have become government work priorities.
China, which has the world’s largest high-speed railway network, will expand its length to 50,000km by 2025, 12,000km longer than the end of 2020, according to the new five-year transport plan issued on Tuesday by the State Council, the country’s cabinet.

ABOUT XIAMEN:
The city of Xiamen, located in southeast China's Fujian Province, is a great tourist destination. It is notable that Xiamen regularly ranks among the top 10 most livable cities in the country.
History
The history of Xiamen dates back to China's Western Jin Dynasty (265-316). At that time, Xiamen was part of Tong'an County. In modern times, Xiamen is one of the five special economic zones (SEZ) in China and is reputed for its favorable business environment.
Speaking of local culture in Xiamen, one can't skip Mazu. The worshiping of the Chinese sea goddess Mazu is a folk custom prevalent along China's southeastern coast. Mazu belief and customs have been inscribed on UNESCO's Representative List of the Intangible Cultural Heritage of Humanity.
As legend has it, a girl named Lin Mo was born in 960 in Fujian. She was intelligent and benevolent, willing to help others since her youth. Later in her life, she achieved Taoist success and became a divinity. Then, she roamed around the country, rescuing and helping fishermen at sea.
Transportation
It is very convenient for travelers to fly to Xiamen from China's major cities like Beijing, Shanghai and Guangzhou. Traveling by high-speed railway is also a good choice.
As one of the most popular tourist destinations in Xiamen, Gulangyu Island is located on the estuary of the Jiulong River, only a six-minute ferry ride from downtown. It is famous for its varied architecture and multicultural history.
Many Europeans and Japanese lived on Gulangyu, today a vehicle-free island with beaches and meandering streets lined with old colonial villas
