Lakeport California Deputy Involved Shooting
On November 16, 2023, around 1:45 PM,
deputies responded to the 100 block of Dixon Drive
in Lakeport, California, for a report of an assault,
where a knife was reported to be involved.
Upon arrival, Deputies found the driveway barricaded
with several vehicles and a boat. Deputies entered the
property and contacted the alleged suspect of the reported
assault.
Shortly after contacting the suspect, the suspect drew
a concealed loaded firearm from their waste band.
This incident was captured on the responding deputy's body worn camera. Body worn video cameras are used by most deputies assigned to field duties. They are worn at chest level and capture a general perspective within line of sight from that angle. The camera angle prohibits viewers from seeing everything the deputies saw and experienced.

Phoenix Police Officer Involved Shooting
November 20, 2023 - Phoenix AZ - Phoenix Police Department says an armed man was shot by one of its officers after firing his weapon multiple times toward an officer Monday morning.
The incident occurred around 3 a.m. when an officer was driving along Thomas Road near Interstate 17. Police say a man crossed the street on a bicycle and was nearly hit by the officer.
At that point, the officer tried to make contact with the man and a struggle began. The man was reportedly armed with a handgun in his waistband, and he broke free from the officer and ran away.
Police say the man fired multiple gunshots in the officer's direction, but none of those shots struck the officer.
The man ran to a nearby neighborhood and was later contacted by multiple other officers in an alleyway. He refused to comply and reportedly grabbed for his weapon. At that time, one officer shot at the man, hitting him at least one time.
Officials say the man suffered non-life-threatening injuries and was taken to a hospital for treatment. No officers were injured during the incident.
Police provided an update on November 29 stating that 24-year-old Jesse Magana was released from the hospital and booked on charges including aggravated assault and misconduct involving weapons by a prohibited possessor.

Charleston County Sheriff's Office Ex Deputy Battery
The Charleston County Sheriff's Office (CCSO) has released the body camera footage related to the high-speed chase that led to the firing of a Charleston County deputy.
Former deputy James Henry Carter III, 39, is charged with third degree assault and battery, as well as misconduct in office after allegedly assaulting Rashard Keithan Duncan during a chase.
The sheriff's office previously said they believe it's in the public's best interest to see the video themselves, but wouldn't be releasing the video until their internal investigation was completed.
In the video, Carter grabs Duncan and punches him repeatedly in the face. Carter accuses Duncan of reaching into his waistband while punching him.
After handcuffing Duncan, Carter says to him, "Enjoy that little nap?". The South Carolina Law Enforcement Division (SLED) deemed this as Carter acknowledging Duncan lost consciousness; Duncan also told SLED agents that he lost consciousness from being struck.
Duncan is represented by state Rep. Marvin Pendarvis in the case. Pendarvis has called for the Department of Justice to investigate the CCSO.
Duncan was charged with resisting arrest, failure to stop for law enforcement, possessing cocaine, and reckless driving in connection to the incident, jail records show.

New York State Police (Troop D) DUI Water Rescue
Body camera footage released by New York State Police shows the dramatic rescue of a woman as the car she was driving sank into a pond in New York’s North Country on May 7, 2022, leaving her submerged inside.
Police said in a press release that the rescue happened in Evans Mills, a village in Jefferson County, after the woman’s 2010 Ford Explorer veered off a road, broke through a guidewire and a six-foot chain-link fence before crashing into the water.
According to police, Evans Mills Assistant Fire Chief John Russel and Trooper Christopher J. Hardy swam through the pond to the vehicle and found the woman was submerged up to her shoulders inside the vehicle and unable to move. They made several efforts to pull the woman out through different windows but, as they did so, the vehicle shifted and "the front compartment filled with water submerging the driver," police said.
Hardy climbed on top of the vehicle where "could see the driver’s hair floating to the glass of the sunroof" and, using a steel pole, smashed through the sunroof, allowing him and Russel to pull the woman out to safety.
"After holding her breath for about 20 seconds the driver was removed conscious and alert," the police press release said.
Police said the victim, a 61-year-old woman, was treated for hypothermia and minor lacerations before being released from the hospital. "She was subsequently arrested for Driving While Intoxicated (DWI), Aggravated Unlicensed Operation 1st degree (E-felony), and speeding," authorities said.

Warren Police Department Dashcam Officer Involved Shooting
Warren Police have released dash and body cam footage from a chase that ended with a Warren officer shooting and injuring a man on I-94.
At 2:25 p.m. on Thursday, Nov. 16, a Warren police officer in a marked patrol vehicle stopped a man driving a silver sedan for speeding in the area of 8 Mile Road and Montrose Avenue. The 26-year-old driver of the vehicle will not be identified publicly until formal charges have been issued.
Dash cam video showed the officer activating his lights and siren. The driver pulled over to the left side of the road and stopped. The officer approached the car and stated that he pulled him over because he was driving 52 miles per hour and the speed limit was 40 miles per hour.
The driver can be heard stating that the car belongs to his girlfriend and he does not have identification with him. The officer demands he put the car in park and give him the keys to the vehicle. The driver refuses and a short argument ensues.
The driver started the vehicle and the officer ran back to his patrol car. He used his radio to tell other officers in the area that he believes the driver will flee and they should block him in. A second patrol vehicle moved forward and that’s when the driver fled the scene. Other officers blocked traffic near Van Dyke Avenue as the driver continued to flee.
Warren police pursued the vehicle through several streets and the driver entered I-94. The next clip Warren police released showed the driver crashing into vehicles on I-94, where traffic had stopped. He then tried to flee along the median wall. As a patrol vehicle approached from behind, the driver backed up and the vehicles collided. The officer’s airbag deployed.
The driver is shown in the video still trying to push forward along the media wall. His vehicle approached a truck that had a passenger door open. A Warren police officer outside of their vehicle opened fire, striking the driver once in the arm.
The driver was transported to a hospital to be treated for injuries. He has since been discharged and is being held at the Warren Police Department awaiting charges.
Police said one officer was injured, but no bystanders were injured. Michigan State Police will be investigating.

Tuscarawas County BWC/Dashcam Officer Involved Shooting
Ohio BCI has launched an investigation after a Tuscarawas County deputy shot a passenger of a car being chased by state troopers.
A press release from the Ohio State Highway Patrol says the incident occurred during a trooper-initiated traffic stop around 11 p.m. on Nov. 12 on Interstate 77 northbound near exit 87, in Franklin Township. The 2014 Ford Explorer fled from the stop after a back-seat passenger got out of the car, OSHP says.
OSHP officials say Tuscarawas County deputies deployed stop sticks at multiple intersections to attempt to stop the Explorer.
Troopers say the car stopped before a set of stop sticks deployed at the intersection of Blacksnake Hill Road and Schneiders Crossing Road, and proceeded to drive towards two Tuscarawas deputies. One of the deputies fired their service weapon at the car, which struck the front-seat passenger. The chase continued for another short distance until the car came to a stop on SR-212, when authorities were able to arrest everyone in the car.
The driver, 43-year-old Carl E. Brown, was charged with failure to comply and felonious assault, troopers say.
Troopers found Brown had multiple warrants and no valid license.
Troopers say the person shot by the deputy was transported to Mercy Medical Center in Canton for non-life-threatening injuries.

Baltimore Police BWC Hunter Jessup Officer Involved Shooting
Baltimore police officers fired 36 rounds the day they killed 27-year-old Hunter Jessup.
The Baltimore Police Department released on Friday the body-worn camera footage of the police shooting that killed Jessup. The deadly shooting occurred in the 2600 block of Wilkens Avenue on Nov. 7.
Jessup had been standing on Brunswick Street around 12:30 p.m. that day when officers attempted to interact with him. He then allegedly took off on Wilkens Avenue.The chase went eastbound on Wilkens Avenue before it ended.
Baltimore Police Chief Richard Worley said during a press conference following the shooting that one of his officers tried to tackle Jessup but fell onto some stairs. It was at that point that Jessup pointed a gun at the officer, police said.
"There you can see the firearm in his right hand with the extended magazine," Dept. Commissioner Brian Nadeau said during a screening of the body-worn camera footage.
Police say that Jessup discharged his weapon, firing at least one shot in the direction of the officers. The Maryland Office of the Attorney General has said that ballistics indicates Jessup fired his gun during the altercation, too.
That's when multiple officers discharged their weapons, Worley said.
Their bullets struck Jessup and fatally injured him. It took about a minute and a half for officers to begin rendering aid to the injured man, according to authorities.
Jessup's family and friends have been demanding to see what happened the day he died.
That footage shows Nolley lifting his shirt. Outside of the frame, officers said they noticed something in Jessup's pants. That's when he reportedly took off on Wilkens Avenue

Volusia County Sheriff's Deputy Responds To Domestic Hears Shot Fired
On the morning of 11/14/2023, while responding to a report of a domestic disturbance on a large property off Samsula Drive, Deputy Cusimano heard a gunshot. Without hesitation, he headed toward it.
As he moved closer to the house, the deputy spotted a man on the porch and challenged him. The defendant complied and surrendered without incident. A .500 caliber Smith & Wesson revolver was recovered from the porch.
In the investigation into the domestic incident, deputies learned the defendant caused several bruises on the victim and pointed the revolver at her face during an argument. He was charged with domestic battery, aggravated assault with a deadly weapon, and use of a firearm while under the influence of alcohol, and taken to the Volusia County Branch Jail where he was held without bond.

Springfield Mass. Police Officers Hit By Stolen Vehicle During Pursuit
Sept. 26, 2023 officers saw a grey Hyundai sedan on Maple Street that was reported as stolen earlier in the day. The officers stopped the car on Broad Street. Police identified the driver as Daniel Walker, 19, of Springfield, and said there were two 14-year-olds in the car.
During the stop, police said Walker suddenly reversed back into a cruiser with two officers inside.
Footage showed the sedan driving forward quickly and over the foot of the officer who’d been standing at the traffic stop and speed away.
The Hyundai barely missed several pedestrians, including children and bicyclists, and other vehicles as it sped toward the intersection of Morris and Central streets and barreled through the stop sign, police said.
The sedan smashed directly into another cruiser that’d been on its way to help, police said, T-boning and totaling the car. Both officers inside the cruiser were hurt in the crash.
The video audibly and visibly depicted the impact: the camera frame rattled as airbags deployed and the camera became loose, swiveling to show an officer’s face as he braced himself in the crash.
Walker and a 14-year-old boy immediately jumped out of the car and started to run, police said, leaving a 14-year-old girl inside. Officer Vicente Gonzalez, who had just been hit inside the cruiser, and Officer Damarr Duncanson rushed to help her before the car became engulfed in flames. The officers later received a Life-Saving medal from the department for their actions.
Police said the 14-year-old boy had been arrested on Central Street, near where the crash happened. Walker, the driver, was arrested by Dale Street, police said.
The three injured officers were brought to Baystate Medical Center and released later that evening. The three teenagers were also brought to the hospital and later released.
Walker had three open criminal cases prior to the incident with prior charges in connection with a hit and run in May, a separate stolen Hyundai incident in June and a firearm arrest in August 2022, police said. He now faces 15 additional charges from the incident in September. These include three counts of assault and battery with a dangerous weapon, three counts of leaving the scene of an accident with personal injury, unlicensed operation of a motor vehicle and several other motor vehicle charges.
Tools to specifically steal Hyundais and Kias were found inside the sedan, police said. The names of the 14-year-old girl and boy involved in the case and their charges were not released.

Akron Police Department body camera footage captured the moment Monday morning when officers rescued a woman they said was being held against her will for four days.
She was taken to a nearby hospital, where she was treated for non-life-threatening injuries.
That morning, police arrested 33-year-old William Mozingo, who has a two previous Stark County convictions for kidnapping, in connection with the case.
Mozingo is charged with felonious assault, unlawful restraint, kidnapping, abduction, parole violation and escape, according to Akron Municipal Court.
He remained in the Summit County Jail on $100,000 bond Friday.The case remains under investigation, police said.
Found in the middle of the night
Mozingo and the woman were found by a man who lives at the residence roughly nine hours earlier at 1 a.m. Monday.

A 23-year-old woman from Chardon wearing torn, dirty clothes carefully stepped down a ladder from a cold overhead space in an unattached garage in Kenmore.
An Akron police officer led her to a stool and briefly shined a flashlight on her face, illuminating a swollen, blackened eye looking back at him. The other eye swelled shut. Yellow and purple bruises tinged her puffy face.
"Do you guys have water or anything?" she asked the officers, her arms crossed against her chest before covering her swollen lips.
"We'll get you some here soon," an officer responded.

Captured by body camera footage while talking to police, the resident explained the situation began when he went to replace their washing machine with a newer model.
Living with his wife's elderly parents, who are often up at night, he decided to install the appliance at night, so he left the house and went to the unattached garage for a moving dolly.
The resident and his wife individually told officers they were once friendly with Mozingo but cut off all contact with him a few months ago. They did not know he had been in the garage.
While talking outside with Mozingo, the man recalled hearing a voice from the garage ask, "Can I come down now?" About 30 seconds later, the resident heard the woman again. That's when he went into the garage and saw her in an attic-like space, so he climbed up and saw her face.
"I'm so scared, I don't know what to do," he recalled her telling him."So, I just started bear-hugging her," he said to police. "I told her, 'We'll get you home; I won't drop you.'"
After talking to her in the garage, he went back into the house and spoke to his wife. Out of concern for their own child's safety and making the immediate situation any worse, he decided to wait until the morning to call the police.
"I didn't know how to handle this while keeping her safe and without getting anyone else [hurt]," he told police. "He wasn't in his right state of mind. I wanted to make it look like I wasn't doing anything so he wouldn't get panicky."
"He couldn't have been in there unless he got there late at night and left really early in the morning," the husband speculated.
When police arrived at the scene at about 9:15 a.m., they found the garage closed and locked up. They called for Mozingo to come out. No response could be heard on the body camera footage.
"William, last chance," an officer yelled. "Come out with your hands up."
At that moment, the officer pried the door open as a canine unit walked onto the scene, and a barking dog lunged at the doorway. With their handguns drawn, police walked toward the opened door before Mozingo stepped out with his hands behind his back.
This is not Mozingo's first kidnapping charge. He was imprisoned three times for kidnapping in the last decade.
The first incident occurred in 2014 in Adams County. The second was three years later in 2017 in Stark County.
The third time was again in Stark County in 2019, less than four months after he was released from prison for the second incident. This time, he was accused of abducting a woman, beating her and holding her against her will for several days until she escaped, the Canton Repository reported.

The Los Angeles PD Officer-Involved Shooting Topanga/Oscar Lopez Body Worn Cameras
The Los Angeles Police Department’s Force Investigation Division is investigating an Officer-Involved Shooting that occurred in Topanga Division.
On October 7, 2023, around 12:57 a.m., Topanga Division uniformed officers received a radio call of a male holding a handgun while seated inside a grey pick-up truck in the parking lot of a shopping center located in the 21000 block of Sherman Way.
When officers arrived at scene, they located the truck parked in the lot and positioned their police vehicles behind it. Due to the truck’s tinted windows, it was unclear if the vehicle was occupied. The officers approached the truck on the passenger side and observed the suspect, later identified as 44-year-old Oscar Lopez, seated in the driver seat, and a second individual in the front passenger seat.

Officer Involved Incident DC Metro Police 10/19/2023
Around 5 p.m., MPD officers responded to the 2800 block of Gainesville Street, Southeast for the report of a man with a gun involved in a dispute with two women. Upon arrival, the man, later identified as 33-year-old Arthur Porter, of Northwest, D.C., started running from police and at some point, shots were fired from both the officers and Porter, according to D.C. Police.
At least one police officer was reportedly struck and was immediately transported to a nearby hospital, police said. According to D.C. Police, this officer recently graduated from the Metropolitan Police Academy and was undergoing field training.

Los Angeles County Sheriff's Department/Robert Boozer Bodycam
According to Los Angeles County Sheriff's Department investigators, the incident occurred at around 5:30 a.m. in the 16700 block of Dawn Haven Road.
Deputies were dispatched to the scene after learning of the assault, which left William Patrick Boozer, 69, of Hacienda Heights dead.
At some point after their arrival, deputies opened fire on the assault suspect, who has been identified as the victim's son, Robert Boozer, 42, of St. George, Utah.
Robert Boozer was pronounced dead at the scene a short time later after being struck by gunfire from responding deputies.

Lakeville Police Timothy Hladik Body Camera
At approximately 3:45 a.m. Friday, Sept. 29, a Lakeville Police officer was monitoring traffic near the intersection of Precinct and Pickens streets. Timothy Hladik allegedly approached the officer and confronted him, displaying what appeared to be a handgun. The officer drew his service weapon, got out of the cruiser and retreated behind his cruiser, and ordered Hladik to drop the weapon multiple times. Hladik did not comply.
During the confrontation, an off-duty Massachusetts state trooper was driving by and stopped to render assistance to the officer.
During the exchange, Hladik repeatedly used threatening language, and then allegedly took an aggressive stance and raised the weapon. At this time, fearing for their safety, both officers fired, striking HLADIK. The officers secured the suspect’s weapon, which was determined to be a replica gun, and immediately rendered emergency medical aid to the man.
The off-duty trooper was not wearing a body camera.
The police officers were placed on paid administrative leave and the service weapons of the officer and trooper have been taken as part of the investigation, as is standard procedure in any police-involved shooting.
