UK E-Petitions Debate on Proposed Amendments to the International Health Regulations 2005
Following 116,000 signatures to e-petition 635904, the proposed amendments to the International Health Regulations were finally debated on 18th December 2023. Unfortunately, this was too late to have any impact on the incorporation of the amendments agreed at the World Health Assembly in May 2022 but still vitally important as the proposed amendments agreed at the World Health Assembly in May 2023 could see unprecedented powers handed over to the World Health Organisation.

Full Meeting - Expert testimonies on the pandemic. UK Parliament, 4th Dec 2023

On the 4th December 2023 at the Wilson Room, Portcullis House, UK Parliament, Andrew Bridgen convened a meeting with six world leading scientists/analysts to present expert testimonies on the pandemic and its consequences. Over 20 MP’s and members of the public attended.
Speaking at the meeting were Dr. David E Martin, Dr. Ryan Cole, Dr. Pierre Kory, Dr. Robert Malone, Prof. Angus Dalgleish and businessman Steve Kirsch.
In addition, two video testimonies were expected from Dr. Peter McCullough and Dr. Mike Yeadon but were unable to be shown due to ‘technical difficulties’.
Dr. David E Martin is a public speaker, author, business executive, entrepreneur, inventor and Professor. He holds an undergraduate degree, a Masters of Science and a Doctorate (PHD).
Dr. Pierre Kory is the former Chief of the Critical Care Service and Medical Director of the Trauma and Life Support Center at the University of Wisconsin. He has co-authored five influential papers on Covid-19.
Dr. Ryan Cole has a medical degree from Virginia Commonwealth University. He trained for five years at the Mayo Clinic, Rochester where he completed his residency in Anatomical and Clinical Pathology as well as a fellowship in Surgical Pathology. He is a Board Certified Anatomical and Clinical Pathologist.
Dr. Robert Malone is an internationally recognised scientist/physician and the original inventor of mRNA vaccination as a technology, DNA vaccination and multiple non-viral DNA and RNA / mRNA platform delivery technologies.
Professor Angus Dalgleish is a Professor of Oncology at St. George’s, University London. He is considered an expert in infectious disease and immune oncology.
Steve Kirsch is an entrepreneur who has started multiple high tech companies. He contributed US$1 million of his own money and raised another US$5 million to start the Covid-19 Early Treatment Fund (CETF).
Dr. Peter McCullough is an internist, cardiologist, and epidemiologist with degrees from several universities. He is broadly published on a range of topics within the medical field.
Dr. Mike Yeadon is a former Chief Scientific Officer and Vice President of the Allergy & Respiratory Research Division of Pfizer and Co-Founder and CEO of biotechnology company Ziarco.

Seventh Meeting of the WHO Intergovernmental Negotiating Body (INB). Geneva, 6th-10th November 2023.
The Seventh meeting of the Intergovernmental Negotiating Body (INB) took place in Geneva between 6th and 10th November 2023.
Introduction
In the opening session of the INB, which took place on Monday 6th November, the Member States along with relevant stakeholders were invited to consider and comment on the Bureau’s proposal for negotiation text of the WHO Pandemic Agreement. The opening session was publicly webcast.
The Bureau claimed they took the inputs of the countries from both formal and inter-sessional informal sessions into account when producing the legally formatted and streamlined proposed negotiating text of the WHO Pandemic Agreement. Ultimately, only the ideas that “they”, the Bureau, believed to be relevant were included.
Over sixty (60) individual Member States (some commenting on behalf of wider groups of Member States) and over forty (40) relevant stakeholders commented on the proposed negotiating text during a meeting that lasted over six (6) hours.
Summary
A greater percent of relevant stakeholders, compared to Member States, raised concerns around human rights with several commenting they have become less robust over time and demanding that Member States re-instate the full definition of the respect for the human rights principle that was included in Article 3 of the Bureau’s text to “reference the obligation of States to respect, protect and fulfil human rights.”
Several relevant stakeholders mentioned that financing cannot wait until December 2026 and that products arising out of publicly funded research and development should be considered “global public goods”. All welcomed their (the stakeholders) inclusion at the plenary session but want greater involvement in the INB process and to be invited to the drafting sessions. Wouldn’t we all!
Conclusion
There is no doubt that in streamlining the text to create the Negotiating Text, the Bureau has watered down the agreement to the detriment of developing countries. Legally binding language is used when addressing topics such as prevention and preparedness whereas aspirational language, in Articles relating to equity, is used.
There remains division between developed and developing countries on process and this was compounded by the fact that the non-English versions of the Negotiating Text were only made available 3 days prior to INB7 whereas the English version was available several weeks prior. The developing countries, understandably, argue this puts them at a disadvantage at the negotiating table.
Consensus is a long way off and time is running short. It is hard to see how agreement can be reached by May 2024, which raises the question of whether this is, in fact, a distraction. Accordingly, it is important to remain focused on all three processes in this arena – the INB process, the WGIHR process and the UN’s Summit of the Future.

Did the World Health Organization just Breach International Law?
Many people will know that the International Health Regulations are currently being re-negotiated (largely in secret) and are set to be adopted at the 77th World Health Assembly in May 2024.
These amendments would give the World Health Organisation much stronger powers in the event of a “health emergency” meaning Nation States may be forced to adopt measures rather than to be free to make their own decisions.
The Fifth meeting of the Working Group on Amendments to the International Health Regulations (2005) (IHR) took place in Geneva between 2nd and 6th October 2023.
In the opening session there was the expected update regarding the Articles of the IHR considered during the previous meetings.
What was not expected, however, was the following announcement by Co-Chair Dr. Abdullah Asiri. Article 55 could not be clearer - the WGIHR is supposed to have the agreed package of proposed amendments completed by January 2024. There are no exceptions to the four month time frame.
Except rules do not seem to apply to the World Health Organization.
