Almost all adults are unclear as to the timeline is for phasing out gas boilers in homes, polling has revealed, prompting fears that a lack of clear strategy could threaten the UK’s net zero targets. The Government previously pledged to end the use of gas boilers in new-build homes by 2025, and phase them out entirely by 2035, as part of the drive to reach net zero emissions. “Big Oil is Paying Out Years of Dividends in One Day”, ran one Bloomberg headline last year, as rising energy prices continued to cripple consumers. In November, the financial news organisation Barron’s noted that “Oil Companies Lift Their Dividends as Cash Rolls In”, while a few months later, Reuters reported “Bumper profits fuel surge in dividends, buybacks at oil firms”. The bonanza continued as a number of oil firms recorded profits for the last quarter of 2022. And in February 2023, Forbes led with the headline “We’ve Struck Oil: 3 Energy Plays Yielding Up To 11% in Dividends.” Oil company dividends should be, according to market logic, negatively influenced by several factors, including the shifting energy balance towards renewables, increasing regulatory pressure to reduce emissions, and the rise of divestment campaigns. Indeed these shifts towards a low-carbon economy led many to expect a decline in demand for fossil fuels, with investors expected to become increasingly concerned about the long-term sustainability of oil companies. The number of people in the UK waiting for a decision on their asylum claims has risen to a record high, latest Home Office figures show. More than 175,000 people were waiting for a decision on whether they will be granted refugee status at the end of June 2023 - up 44% from last year. In December 2022, PM Rishi Sunak set a target of clearing the so-called legacy backlog by the end of the year. Officials have cleared on average 2,061 cases a month since then. With 67,870 cases remaining, the Home Office will have to process 11,311 cases per month if it is to meet its target. The legacy backlog refers to the asylum applications lodged before June 2022. Labour has reportedly watered down its plans to strengthen rights for gig economy and precariously employed workers in a bid to woo business leaders. The party’s national policy forum last month agreed a series of changes to the Labour programme as Keir Starmer‘s team firm up their policies ahead of an expected general election next year. In 2021, Sir Keir’s party pledged to create a single status of “worker” in employment law to stop gig economy giants like Deliveroo and Uber from using bogus self-employment to undermine conditions. The government has ordered an independent inquiry into the circumstances behind serial killer Lucy Letby's "horrific" baby murders. The Department of Health said it would look at how clinicians' concerns were handled, as a BBC investigation found hospital bosses ignored doctors' warnings about Letby. Letby was found guilty of murdering seven babies at a hospital in Chester. She was also found guilty of attempting to murder another six babies. On two counts of attempted murder, she was found not guilty. The jury could not reach verdicts on six counts of attempted murder. Detectives are reviewing the care of all babies admitted to hospital while Letby was working as a neonatal nurse. The review includes her work placements at Liverpool Women's Hospital in 2012 and 2015, although police say this did not involve any deaths. The General Medical Council – the watchdog for doctors and psychiatrists – can not say how many complaints it has received about conversion therapy, nor how many of those led to an investigation, nor if any of those led to a professional conduct hearing, i can reveal. In response to a Freedom of Information request from i, the GMC said it “cannot provide the information” as it would take too long and cost too much money. The regulatory body, which is responsible for all complaints against doctors and psychiatrists, said that its database only goes back to 2006, but it would only be able to search electronically for a complaint that did not lead to an investigation since 2018. The number of hours young people spend doing PE and sport in secondary schools in England has fallen by more than 12% since the 2012 London Olympics, despite promises by ministers that the games would “inspire a generation” and kickstart a massive expansion of sport in the state sector. The fall is recorded in the latest figures released by the government, which show a drop from 326,277 hours in 2011/12 to 285,957 in 2022/3. Although the total went back up after the pandemic, it then fell again over the last year by more than 4,000 hours. In a speech as prime minister in 2012, David Cameron said it was vital that the London Games spurred his government to improve the provision of sport in state schools, which he admitted had been underfunded for far too long. Cameron insisted there was “one area in particular where the Olympic spirit of taking part can make a real difference to young people. Tory MPs are demanding urgent explanations from ministers over the levelling up agenda after an official report said plans to move thousands more civil service jobs from London to Birmingham and Newcastle had been scrapped. The Government Property Agency (GPA), which falls under the Cabinet Office, said in a brief reference in its recent annual report and accounts that a decision had been “made by ministers” to axe the proposals after “a review identified that they no longer aligned with strategic requirements”. This was despite the fact that more than £1m had been spent on the two projects as part of the flagship government drive to spread the civil service out of Whitehall and boost growth in the regions. Amid signs of Cabinet Office panic over a gathering backlash, the Tory MP John Stevenson, who chairs the Northern Research Group (NRG) of Conservative MPs from “red wall” seats, described the move as a “step backwards”. The path to the Covid pandemic – and its handling by the Johnson government – was a long one, paved with decisions that may have seemed trivial at the time. But they would go on to determine the response to the biggest pandemic in a century. Some of those decisions were set in motion, in the eyes of health and safety expert David Osborn (a participant in the Covid inquiry), more than a decade before Coronavirus first hit these shores. David Osborn, a Chartered Safety and Health Practitioner with Trident HS&E Ltd, has been digging deep into those years before the pandemic. Rishi Sunak is facing a fresh net zero row amid fears he could water down plans to force UK motor manufacturers to produce more electric cars. The Department for Transport refused to say whether it was still committed to a 2024 start date to fine car firms that fail to meet quotas for the number of electric vehicles. The Metropolitan police has won its battle to stop attending most of the mental health calls it receives after a tense behind-the-scenes row with the health service, the Guardian has learned. From 31 October the Met will start implementing a scheme that aims to stop officers being diverted from crime fighting to do work health staff are better trained for. In May, the Guardian revealed that the Met commissioner, Sir Mark Rowley, had written to health and social care leaders setting a deadline of 31 August – leading to furious reaction from health chiefs who wrote to the commissioner protesting that it would put vulnerable people at risk. The agreement means Rowley will push his deadline for the start of the changes back by two months, before a phased introduction. In return, health services will not publicly criticise the police decision, and will race to put measures in place to pick up the work. A formal announcement is expected as soon as Friday 18 August after weeks of tense talks. The Conservative Party’s campaign tactics have been branded “appalling” by one of Britain’s most renowned photojournalists after imitating a shuttered local newspaper to garner votes. Lincoln Conservative MP Karl McCartney has issued a leaflet to residents branded as the ‘Lincoln Chronicle’ – the same name as a weekly newspaper in the seat that was closed 15 years ago, and which many residents remember. Lincoln resident Sasha Drennan told Byline Times the party was “at it again” after this site revealed the Conservative Party’s widespread use of fake newspapers to promote their candidates. It seems to be becoming a strategy. The tactic was used successfully in Uxbridge and South Ruislip last month, with the party’s ‘Uxbridge and South Ruislip People’ urging people to “Stop ULEZ” (Sadiq Khan’s Ultra Low Emissions Zone expansion). Ukraine is now the most heavily mined country on Earth and its army is suffering from a critical shortage of men and equipment able to clear the frontlines, the country’s defence minister has said, as soldiers spoke of heavy casualties in the engineering brigades. In an urgent appeal to allies, Oleksii Reznikov told the Guardian his soldiers were unearthing five mines for every square metre in places, laid by Russian troops to try to thwart Ukraine’s counteroffensive. He said the vast minefields could be traversed, but that it was critically important that allies “expand and expedite” the training already being provided by some nations, including Britain. The number of sappers in the Ukrainian armed forces was nowhere near enough to get through the complex Russian defences on the vast 600-mile (1,000km) front, with mine clearing units targeted with heavy fire. The Conservative party chair, Greg Hands, has been urged to launch an internal investigation into the Welsh secretary, David TC Davies, over “unacceptable” and “racist” comments against the Traveller community. Students have been settling for “nightmare” accommodation as bed shortages have skyrocketed since the pandemic. There will be a predicted deficit of 620,000 student beds by 2026 with Bristol, Manchester and Glasgow the worst affected cities, according to analysis by student accommodation service StuRents and seen by i. The predictions – based on bed demand compared to the supply of HMOs and purpose-built student accommodation – show there is a shortfall of 283,100 in 2023, forcing students to live in low-quality housing, paying extortionate prices. One student in Manchester ended up living in a hotel for the first two weeks of his course, before moving into a flatshare with no contract, meaning he had no legal protection and was later evicted with a week’s notice. Another student in Bristol had to settle for a house 40 minutes walk from the campus, with limited public transport options, after a desperate search for a house within a budget of £575 per month. The Home Office has called in construction experts to help expand migrant detention centres using designs based on prisons amid the small boats crisis, i can reveal. Construction firm Laing O’Rourke has been given a million-pound contract to help with the “rapid construction” of new blocks at immigration removal centres in England. The Government has been attempting to rapidly expand the capacity of its migrant centres amid the failure so far of its Rwanda scheme to start deporting asylum seekers. Laing O’Rourke, a major UK construction firm with experience in building prisons, is to establish whether it is viable to build new blocks on sites at Bexhill in East Sussex, Yarl’s Wood in Bedfordshire and at Manston in Kent. The firm is expected to be paid £1.1m for the work, which began in July and is set to finish in October. More than 30 of Britain’s largest housing associations have called on ministers to give a second chance to 750,000 households that missed out on government support for energy bills worth a total of £300m. In a letter to ministers, seen by the Guardian, 34 housing associations called for the government to reopen a scheme that aimed to offer support payments of £400 to almost one million households without an energy supplier. Most homes in Britain received the support payment automatically via a discount on their energy bills, but people living in places such as care homes, narrowboats and park homes failed to receive it because they do not pay bills directly to an energy supplier. The housing associations, which provide homes to a total of 1.5 million people, warned that only 16% of eligible households made their claim before the 31 May deadline. They have called for a new deadline of 31 December. The UK’s election watchdog is probing a major donor to the Labour Party over an apparent breach of transparency laws. Barnes & Richmond Labour Club and Institute donated £598,000 to Labour in December 2022. The organisation is listed by the central party as an unincorporated association, a legal term for organisations that aren’t registered companies or other formal bodies. But the Barnes and Richmond Labour Club doesn't appear in the register of unincorporated associations despite having donated more than half a million pounds to Labour. As a result, it has not accounted for the source of these funds, although its former secretary told openDemocracy the cash had come from the sale of the club building itself. British firms are increasingly pessimistic about the benefits of post-Brexit free trade deals, according to the government’s own research. The Department for Business and Trade’s survey of more than 3,000 companies revealed that three out five (58 per cent) now think the free trade deals will have no positive impact on their business. That’s up from 54 per cent the previous – a sign of growing dismay about the opportunities the agreements can offer, despite promises that Brexit can help boost “global Britain”. Less than one third (31 per cent) of businesses believe trade deals would have a positive effect, down from 33 per cent the previous year. It comes as the latest public polling shows most voters are gloomy about Brexit’s impact on Britain’s juddering economy. Temu is the newest discount sales app to hit the market, following in the footsteps of Wish and AliExpress. In the last six months hundreds of influencers in the US and UK have taken to social media, proudly showing off their discount “hauls” of mass-produced plastic to thousands of followers. But is Temu all they claim it to be? Offering everything from chastity cages to hats for hens, the Chinese app has recently raised concerns from parents with a ‘Back to School’ sale which includes knives and concealable weapons. Nadine Dorries has not breached the MPs’ Code of Conduct by failing to speak in Parliament for over a year, the parliamentary Standards Commissioner has ruled. Campaign group Unlock Democracy had complained that the Tory MP for Mid Bedfordshire – who hasn’t spoken in the Commons since last July – was undermining parliament. She is not thought to have held a regular constituency surgery in several years and it is not clear if she still has a constituency office. The Boris Johnson loyalist pledged to resign “with immediate effect” two months ago – but has yet to do so, instead claiming she is staying to mount her own investigation into why she didn’t get a peerage. Russian and Chinese hackers accessed the Foreign Office’s internal systems in a major security breach that was kept secret from the public, i can reveal. The attacks allowed cyber attackers from Russia and China to access emails, internal messages, and Teams meetings revealing the day-to-day business of the government department. I has learned that hackers from both countries compromised internet-connected servers belonging to the Foreign, Commonwealth and Development Office (FCDO) in 2021, although the breach did not give them access to classified information. Insiders at GCHQ – the UK’s intelligence, security and cyber agency – and the FCDO told i the cyber hacks were enabled by a member of staff “probably accidentally” downloading malware hidden in an email. Russian and Chinese state-linked actors would have been able to gain access to correspondence from ambassadors or diplomats positioned abroad which was not marked as classified, the insiders said.
