Where is the Rio Grande River? Where is our water???

I recently stopped by the Rio Grande' River here in Albuquerque, NM at the Central Blvd Bridge and found our water levels have gotten drastically low lately!
And this is even after we received a lot of rains in our state from huge thunderstorms and severe weather warnings!
This doesn't make sense!
I know they are purging 75% of water into the ocean from the Delta in California, but what is happening here in New Mexico and up north in Colorado???
Where is our water?
Has Nestle pumped out and manufactured this much bottled water already in order to start reselling shares thru the Stock Exchange now that water has been legally deemed as a trade able commodity?
I know there is more than enough fresh water on our planet for everyone and has been for millions of years!
Where is our Water???
