Water is FULL in Wildlife Management Area yet the Rio Grande River is drying up in Albuquerque, NM!

I went to check the water levels in these Wildlife wetlands which are right next to the Rio Grande River near the Albuquerque Zoo. It's strange how these water levels are topped off from all the recent rains, and yet the river is drying up at the same time!
I believe our rivers throughout the entire nation ate being purged currently just like 75% of the Delta in Northern California has been purged back to the oceans even though California is facing an extremely rough drought and crops and farmland becoming too dry to grow!
