Der normale Bürger will keinen Krieg, er muss erst davon überzeugt werden, dass ihn jemand bedroht und ihm seinen Wohlstand streitig machen will, erst dann kann man ihm eine Waffe in die Hand drücken und in den Kampf gegen einen "Feind" schicken der eigentlich auch keinen Krieg will.

Das Prinzip ist uralt und funktioniert immer wieder.
