US doubts Russia's promise to scale back operations near Kyiv

Amid peace talks with Ukraine in Istanbul, Russia now says it will "radically reduce" its military activity around Kyiv, but the U.S. believes Russian troops could be repositioning, not treating. Russia's invasion has also sent about a third of Kharkiv's residents fleeing Ukraine's second-largest city.
