Is she saying that the Democrats are the reason for the smaller boards keeping the same members year after year?

Ms. Abbott goes on to claim that Idaho 97% is the reason why voter turnout has increased.
A democrat group claiming they are the sole reason for increasing voter turnout - that is laughable. There are lots of groups, mostly Republican, that have been working to increase voter turnout.
