NE Secretary of State Even does not trust his own citizens

During testimony in front of the Government Committee, Nebraska's Secretary of State Bob Evnen explains how he does not trust single moms to participate in hand counting of paper ballots because they would be subject to bribes. Clearly, Evnen doesn't trust the citizens in the State of Nebraska!
