Man Spotted Sitting on Tractor Trailer

Info from Licensor: "While driving on 826 east I saw what looked like a young adult sitting on the back of an 18 wheeler going about 40-50mph. The guy hanging on to the back of the truck had a mask on. A few minutes later state troopers began to peruse the truck in an attempt to stop him and get the person off."
