SC Senator Fanning (D) proposed amending S935 ESA to reflect S903 P.A.C.E. that was introduced by Sen. Davis (R) on behalf of parents in SC. Fannin gave clear reasoning and spoke with conviction on why the parents bill is clearly better school choice.
