Biden: I Never Said Sanctions Deter, Food Shortages Coming

In Brussels Belgium, during a NATO conference, Biden claimed after a reporter commented that deterrence’s didn’t work against Russia, that he never said sanctions would ever deter Russia. Then what was the purpose?
He went on to say that food shortages were coming to all of us, including North America not just Russia. Again, if the sanctions were not intended to deter Russia actions, what was the point?
