In 2008 when William Burns was the US Ambassador to Russia, he warned of the potential of civil war in Ukraine and a Russian invasion, both which have come to pass. The US knew 14 years ago that Ukraine was on the path to destruction, but not only did nothing to prevent it but further encouraged conflict.
