Dubai is going to take a back seat to Saudi Arabia's new futuristic city Neom, complete with an outdoor ski resort, powered entirely by clean energy. Costing a projected $500 billion, Neom will be car free using mass transit including levitating trains and grow most it's food. It also will not be governed by the Saudi judicial system, but rather by an autonomous legal system that will be drafted up by investors.
