Minority Voter Suppression in Maricopa County Report

Jovan Hutton Pulitzer finds that a high percentage of 'Provisional Ballots' cast in minority dominated precincts were rejected. Why is Maricopa suppressing the minority vote? It's not the first time.... They must be treated the same under the Fourteenth Amendment.
