Breaking News: Russia Uses White Phosphorus Bombs???

This morning MSNBC reporter Richard Engel is "reporting" that Russia is using (White Phosphorus Bombs) "possibly".
This is literally a story from a TV series on HBO The NewsRoom starring Jeff Daniels. From season 2 "Operation Genoa".
There is not much reporting on this yet so it is difficult to verify these claims.
