During WW1, Japan could not produce a powerful artillery tractor that could pull artillery, and after failing several times to produced any vehicle they imported various tractors for examination to see if they were suitable for practical use.

In 1931 two types of vehicles would be produced to pull the Type 92 Cannon, the A and B model for the light tractor (I-KE) and the medium tractor called the NI-KU, which was designed to tow the Type 89 Cannon.

The Type 95 Tractor (HO-FU) was a Heavy Prime Mover designed in 1930s to tow the Type 7 and Type 96 heavy howitzers, two variants would be produced a Model A and B.

Probably the biggest problem Japan seem to have with prime movers is, that developed a lot of them and product a lot to with 1.657 for the NI-KU alone, and by WW2 they did not have one simple developed prime mover to be used in multiple rolls.
