National guard looks to detain NY residents in other states

Stories are starting to come out about Rhode Island and Florida screening for residence of NY based on license plates and driver's licenses. This is apparently including the national guard, and extending to forcing quarantines or denial of entry for NY residents. So - is this legal? Let's discuss!
