Ukraine - Russian Aggression or NATO Aggression?

It's clear that the Russian military invaded Ukraine. What's less clear is who the aggressor really is.

The Russian's claim, with some evidence, that this is a defensive action. The west claims it's an aggressive action, also with some evidence.

So is Russia an inherently aggressive actor on the world stage or is their claim of defensive action legitimate?
