We will do everything in our power to force the Americans to stop blocking our proposal of 20 years ago about the need to create a special mechanism to review all alarming reports of the emergence of substances that can be used to develop biological weapons. They oppose this mechanism because it would make all bioactivity transparent. They don't want transparency because they think it is more expedient to do everything under their own control, as they have been doing.
