How About Mandatory Gun Insurance?

As if there weren't already enough prospective laws making it a crime not to purchase a product, San Jose tosses up the idea of having gun owners pay gun insurance. Of course, the culprits of criminal gun use won't have to pay anything because, well...they're criminals.
