When the court is quizzed, it's been discovered that they have committed a criminal act, by posing as a legitimate court, using fake court docket references, fraudulently counterfeiting signatures and basically rubber stamping the guilty verdicts without a legitimate court ever being convened.

Most people don't notice the scam and assume it is a legitimate Magistrates Court that they have attended. They pay costs as well as the original council tax demanded. That is a highly criminal act. Check whether your council is involved.
