spam gravy over rice

food for natural disasters, shtf, any time you may find yourself without elecricity and refrigeration, also i would love to see your recipes for emergency or shtf food, and will cook the best ones

1 can spam
1 cup rice
2 cups water
1/2 cup flour
1 can evaporated milk
1 tsp salt
pepper(to taste)
1/2 tsp sage or marjoram
