Please Youtube kindly review my first warning received

This video was posted with in direct from WHO organisation it is also on the video, the video got a warning then I appealed then I received a message saying it was ok so I deleted it , removed anything that could cause problems and re-title and the video that was first said to not breath was once again blocked please review
