Russia says it will halt bombing of Ukrainian cities to allow civilians to leave

Russia says they will halt bombing of Kyiv and other key cities to allow refugees to flee. However some other ceasefires have been promised but not honoured by Russia.

A 12-hour ceasefire did hold in the city of Sumy allowing 5,000 civilians to escape into central Ukraine.
