Representatives of Russia and Ukraine are in Belarus for the third round of negotiations. Negotiations on a ceasefire and security guarantees will continue, one of Ukraine's negotiators and adviser to President Volodymyr Zelensky, Podoljak, said on Twitter. At least 406 civilians have been killed and 801 injured in Ukraine since Russia invaded Ukraine. A senior U.S. Defense Department official said the U.S. estimates that Russia has invested nearly 100 percent of its deployed combat power in Ukraine. He said that Russia has so far launched more than 625 missiles, mostly short- and medium-range surface-to-air missiles and cruise missiles. The U.S. will also send 500 troops to Europe, bringing the total number of U.S. military personnel stationed or dispatched to Europe to 100,000. U.S. President Joe Biden will host a special U.S.-ASEAN summit in Washington on March 28 and 29 to commemorate the 45th anniversary of bilateral relations and strengthen allied ties.
