What is Rose Sickness? (Specific Replant Disease)

You shouldn't site a new rose where another rose was previously planted. So goes the advice... but what exactly is this mysterious "soil sickness" that affects the rose family? I reached out to Prof. Dr. Traud Winkelmann, who conducts research on specific replant disease. She graciously answered some of my questions about the problem, and now I'd like to share those answers with you.
