Scriptural Warnings, Strong Delusions and Vexatious Reports

We have not warned our neighbor as we have been commanded. In our day the Lord has sent strong delusion that we should believe a lie, if we do not have a love of the truth. The vexatious report spoken of by Isaiah and Joseph Smith is now among us. What is the vexatious report? What does "a love of the truth" mean? What are the warnings we have failed to give? What are the consequences of our inaction?
