Colorado Unemployment Fund: Employers facing higher taxes if state doesn't return money

When the COVID-19 pandemic first hit, the state's unemployment fund quickly ran out of money trying to help laid off workers, so the state borrowed $1 billion in order to keep paying those employees. That money is due by November, or else employers will have to pay much higher taxes.
